Approved 3113117 <br />1 that's what we're trying to do. We understand that if I were in Cobble Ridge and then I went to a <br />2 higher priced neighborhood, that one that was $600,000, that the amenities that the market would <br />3 expect in this higher priced neighborhood would not be similar to what my expectations would be <br />4 in Cobble Ridge. That wouldn't be a fair comparison. But if I compare just that neighborhood, we <br />5 want to have a reasonable amount of conformity. There's going to be some variances, yes. But <br />6 we anticipate that most of that's going to be washed out by using a broader study instead of just <br />7 one particular dwelling. <br />8 <br />9 Samantha Cabe: I have two questions that are related to Cobble Ridge. First, what is the average <br />10 lot size in Cobble Ridge that you looked at? Oh it's .23. It looks like less than half -acre lots. <br />11 <br />12 Michael Ogburn: Yes ma'am, that's correct. <br />13 <br />14 Samantha Cabe: And the houses that were in direct proximity of the cell tower; how far were <br />15 they? <br />16 <br />17 Michael Ogburn: In other words these were the lots next door. Here's cell phone tower 1 and 2, <br />18 just like that. <br />19 <br />20 Samantha Cabe: And how far away is the proposed tower in this case from Mr. Owen's <br />21 residence? <br />22 <br />23 Michael Ogburn: I don't have... but I would say probably a quarter of a mile. <br />24 <br />25 Samantha Cabe: And were the cell phone towers in Cobble Ridge closer or further than a quarter <br />26 of a mile? <br />27 <br />28 Michael Ogburn: So they would be closer. Right. <br />29 <br />30 Samantha Cabe: Right. Thank you. <br />31 <br />32 Michael Ogburn: Yes ma'am. So that's why I include the study of comparing the two <br />33 neighborhoods to see if that cell phone tower had an impact on all of the properties in that <br />34 neighborhood, not just the ones that are immediately adjacent. My conclusion,, based on the <br />35 information I pulled up, was that the entire neighborhood was adversely affected. Even though <br />36 those that were not immediately adjacent, so what appears to be absolutely true is that the more <br />37 approximate you are to the cell phone tower the more adversely your value will be affected. It <br />38 seems to be fairly reasonable to me. <br />39 <br />40 John Price: Is there a range of impact in terms of the closer to proximity, the more visible? <br />41 <br />42 Michael Ogburn: So what we would find then if we used those properties that were immediately <br />43 adjacent to the cell phone tower and then went across the street and compared them to like size <br />44 houses in Sunset Ridge that differential would have been probably in the 20 plus range. Now, that <br />45 also seemed to be very consistent with the study that was done in New Zealand where they found <br />46 a range of 2-21% depending on the proximity to cell phone towers. So that seems then to be <br />47 supportive of the information that I gathered. <br />48 <br />49 Barry Katz: You're comparing the two developments, and the development that's not directly <br />50 associated with the cell tower, can you see the cell tower from that subdivision? <br />OC Board of Adjustment — 12/12/16 Page 87 of 156 <br />
