And what was your conclusion as to impact of a cell phone tower on single <br />4 family residences? <br />5 <br />6 David Smith: It would have no adverse effect. <br />7 <br />8 Laura Goode: You also testified about doing a match pair analysis as a part of your evaluation? <br />9 <br />10 David Smith: Yes. <br />11 <br />12 Laura Goode: Can you explain what a match pair analysis means? Matched to what? <br />13 <br />14 David Smith: You compare two similar properties. Ideally you would want one difference to find <br />15 out what the difference in value for that one item is. It's very rare you find an absolute match to <br />16 pair so what you have to do is adjust the differences until the only difference left is that one item. <br />17 In this case I did it for a cell tower. <br />IR <br />19 Laura Goode: Ok. Now in that match pair analysis what properties were you trying to match to? <br />20 <br />21 David Smith: I was trying to match a property on Sunrise Drive that backs up to a cell tower with <br />22 the one of Kelly Court that's similar in most respects but did not have the cell tower. So they <br />23 were..... I adjusted the Kelly Court until it was essentially equal with the Sunrise, except for the <br />24 cell tower. <br />25 <br />26 Laura Goode: And were those homes similar in nature to the homes found on the properties <br />27 adjacent to the Butner family farm trust property? <br />28 <br />29 David Smith: A few of them. It was a fairly small house. <br />30 <br />31 Laura Goode: Now, you've been asked about Mr. Gwen's home being valued at or above <br />32 $1,000,000. Does the fact of the selling prices in different areas you examined are lower versus <br />33 the appraisel value of Mr. Gwen's property, does that change you conclusion? <br />34 <br />35 David Smith: No. <br />36 <br />37 Laura Goode: Taking into account all the information that you've been asked about, what is your <br />38 overall conclusion? <br />OC Board of Adjustment — 12/12/16 Page 33 of 156 <br />
