Approved 3113117 <br />1 <br />2 Barry Katz: How much of Mount Carmel Church Road is in the rural buffer that we're talking about <br />3 as far as providing cell service with this tower? Can you make a statement about that? <br />4 <br />5 Michael Harvey: I don't know if I can make a statement of that. What I'll remind the Board is that <br />6 there's a portion of Mount Carmel Church Road located within the extra - territorial jurisdiction <br />7 boundary of the Town of Chapel Hill going up to Old Lystra. <br />8 <br />9 Barry Katz: Old Lystra? <br />10 <br />11 Michael Harvey: And then you have approximately three, three and a half, or four miles or so, <br />12 three miles going towards the Chatham County line that is obviously all rural buffer. <br />13 <br />14 Barry Katz: It's all rural buffer? <br />15 <br />16 Michael Harvey: Yes sir. <br />17 <br />18 Barry Katz: My point was to consider whether or not there would be an increase in residential <br />19 density in that area that would be justified as one thing or another but there is not, as long as the <br />20 buffer exists. <br />21 <br />22 Michael Harvey: I can only answer that question based on the Ordinance, as it currently exists. <br />23 Density in this portion of the rural buffer is essentially one dwelling unit for every 2 -acres of <br />24 property per the current Orange County Unified Development Ordinance and the joint planning <br />25 land use plan and joint planning land use plan agreement adopted and enforced by the Towns of <br />26 Chapel Hill, Carrboro, and Orange County in a cooperative venture. <br />27 <br />28 John Price: I have just a couple of questions for Mr. Haughney. Mr. Haughney, am 1 <br />29 understanding you correctly that you're not saying that small cell towers along Mount Carmel <br />30 Road would not solve every problem along Mount Carmel Road? I'm not talking about small cells <br />31 now. I'm talking about small cell towers along Mount Carmel Road. Would that provide all of the <br />32 coverage necessary? <br />33 <br />34 David Haughney: No, it would not. <br />35 <br />36 John Price: Along Mount Carmel Road, not the offload capacity of UNC, I'm just talking about <br />37 Mount Carmel Road. <br />38 <br />39 David Haughney: No sir, it would not meet our objectives and goals of standards. <br />40 <br />41 John Price: Along Mount Carmel Road? <br />42 <br />43 David Haughney: No sir. It's not a practical, feasible solution that we would pursue. <br />44 <br />45 John Price: And you're saying that this 199 -foot monopole tower, where you proposed to build it, <br />46 is going to... and that's the only way to solve your offload capacity at UNC Campus and in <br />47 between, is that correct? <br />48 <br />OC Board of Adjustment — 12/12/16 Page 127 of 156 <br />
