Approved 3113117
Laura Goode: Do you have any licenses, certifications, or memberships pertinent to that
occupation?

David Smith: I'm a state certified general real estate appraiser. I also hold the MAI and SRA
designations from the inaudible.

Laura Goode: Can you explain what those are?

David Smith: They're additional requirements that you have to have. Sort of a step up from just a
general appraiser. A sort of vocation that the state has. As a matter of fact, when they started
licensing people in the state they just automatically gave it to people that had a MAI designation.
You have to take a series of courses, have your experience reviewed by other appraisers, and
you have to take something that's called an in -depth report to show that you're capable of being
an appraiser.

Laura Goode: And how long have you been a certified real estate appraiser?

David Smith: Ever since they started it, I've been an appraiser for 35 years.

Laura Goode: How did you become involved in this particular site?

David Smith: I was contacted by Michael Hurst.

Laura Goode: Was that with Towercom?

David Smith: Yeah, I guess.

Laura Goode: What were you asked to do?

David Smith: To do an impact analysis on this tower, on the surrounding properties.

Laura Goode: Will you be paid as part the work you did for this site?

David Smith: Yes I will.

Laura Goode: Will the payment that you receive be contingent upon the opinion you give here
tonight at this hearing?

OC Board of Adjustment — 12/12/16 Page 11 of 156
