Approved 12/12/16 <br />OC Board of Adjustment – 10/10/16 Page 9 of 113 <br /> <br /> <br />have the kind of traffic right next to a horse pasture that we will have if the center is operational we’re going 1 <br />to have a lot of noise at odd hours because that’s the service entrance. There’s going to be caterers 2 <br />coming in at weird hours, there’s going to be trucks and stuff coming in. The trash will be coming in and out 3 <br />of the service. We’ll probably have increased trash, also. I already have alluded to the fact that one of my 4 <br />horses is an older, retired racehorse. He’s easy to agitate and they get very upset. There was another 5 <br />incident when they were putting the power line in just this past week and I was observing the horses and 6 <br />they both got very upset. They were racing around the pasture for a few minutes. So when people come in 7 <br />and out of those drives at odd hours or making noises that they’re not used to they tend to get upset, and 8 <br />nervous, and agitated. Also, you can see, clearly, all the way down to my house and my barn from the 9 <br />service drive so you can see, whatever privacy we had is also being impacted. But, the main concern I 10 <br />have is that my property was specifically designed to be horse property and my property’s value to me, 11 <br />personally, as horse property will be severely degraded and compromised if there’s an event center of the 12 <br />scale that the Brewers’ are proposing to put in next door. 13 <br /> 14 <br />LeAnne Brown: Do you consider the development of this event center next to you to cause you to lose your 15 <br />ability to enjoy your property for the purpose you bought it? 16 <br /> 17 <br />Gleta Carswell: Yes. I definitely do. Privacy is very important to me. And as I said the safety of my horses 18 <br />and the consideration that we had in choosing it specifically for horse property. It was the overriding 19 <br />decision we had for that property and I said this before and I’ll say it again, had the event center been there 20 <br />when we were looking for property we never would’ve even considered looking at that piece of property. 21 <br /> 22 <br />LeAnne Brown: How will the event center disturb your life style as a rural farmer? 23 <br /> 24 <br />Gleta Carswell: Well, mainly the safety of my animals. We’re going to have a lot more noise, and the 25 <br />possibility of individuals who are walking around at the event center who might feel like it’s part of the 26 <br />wedding event experience to go pet the horses or something like that. Also, our drive is not too far away 27 <br />from their drive and it’s a long gravel drive and if people are driving around and they get lost and have to 28 <br />turn around they have to come all the way down to my house before they can turn around. So there’s a 29 <br />possibility that people will be more on our property than I would hope for. 30 <br /> 31 <br />LeAnne Brown: You had mentioned trash. Are you concerned about trash blowing off of service trucks and 32 <br />that sort of thing? 33 <br /> 34 <br />Gleta Carswell: Yes, because the dumpsters are located on that side of the property and the trash trucks 35 <br />will be coming up and down that road and I have yet to see a trash truck that doesn’t at least have some 36 <br />trash falling off of it at some time. 37 <br /> 38 <br />LeAnne Brown: Do you have any concern about the location of your drive to the other drive in addition to 39 <br />people missing the driveway? 40 <br /> 41 <br />Gleta Carswell: My biggest concern is that people will use our driveway as a turn around and will be 42 <br />confused and come into our drive and think that it’s public. 43 <br /> 44 <br />LeAnne Brown: If there were vehicles lined up to go into the drive to the event center would it potentially 45 <br />block your driveway? 46 <br /> 47 <br />Gleta Carswell: It could. 48 <br /> 49
