Approved 12/12/16
OC Board of Adjustment – 10/10/16 Page 33 of 113

1
Barry Katz: You can respond for her, you’re her attorney. 2
3
Andy Petesch: I don’t have personal knowledge of the information. 4
5
Barry Katz: Oh, ok. 6
7
Karen Barrows swore in Kara Brewer. 8
9
Kara Brewer: My name’s Kara Brewer. So regarding that; what you have to do is we had to hire an 10
engineer and they do a break flow equalization which essentially shrinks the system that we need. 11
Obviously we don’t need that much water, or that much usage of it every single day, so they did it by the 12
days that we think we’re going to be using certain uses. 13
14
Barry Katz: So you don’t use that much water everyday they’re averaging it out? 15
16
Kara Brewer: Correct. 17
18
Barry Katz: And that meets the requirement for your wastewater? 19
20
Kara Brewer: It does. 21
22
Barry Katz: Does that include a septic field and a repair area? 23
24
Kara Brewer: I do not know. 25
26
Michael Harvey: In the packet you have received there is a repair area denoted. 27
28
Barry Katz: Ok. 29
30
Matt Hughes: I have a question about enforcement. So what prompts you to look into whether or not 31
something is being used according to permit? Do you periodically check or is it based on just getting a tip 32
from someone who thinks? 33
34
Michael Harvey: It’s either a complaint or we conduct periodic inspections throughout the County and 35
determine that there is a problem and initiate an enforcement action. 36
37
Matt Hughes: How do you determine that periodic check? Is it routine? How long after a permit is issued 38
would you do that periodic review? 39
40
Michael Harvey: Well, the County only has one enforcement officer for zoning; I’m it. 41
42
Matt Hughes: Ok, I think that answers the question. 43
44
Karen Barrows: Any further questions for Mr. Harvey? 45
46
Susan Halkiotis: I had made a note earlier when Mr. Harvey quoted from the Orange County regulations 47
that the agritourism activity must be directly related or incidental to a bona fide farm. And is that somewhere 48
in the materials that we’ve been given? 49
