8 <br /> <br />a. The site’s stormwater control measures will be designed to limit the peak flow for <br />the 1 year, 24-hour storm to a 15% allowance of increase from pre-to post <br />development. <br />b. Stormwater systems shall be designed to control, at a minimum, the stormwater <br />runoff generated by one inch of rain from all project area surfaces. <br /> <br />STAFF COMMENT: Staff is recommending the provision(s) of applicant’s <br />condition(S) 9 and 10 (i.e. Erosion Control and Stormwater) be revised and <br />expanded upon to read as follows: <br />Per Section 2.5 of the UDO the applicant shall obtain all necessary <br />development permits from the County prior to the initiation of and land <br />disturbing activity associated with the construction of the telecommunication <br />facilities including, but not limited to: <br />a. Building Permit, <br />b. Environmental Health Permit, <br />c. Erosion Control Management Permit, <br />d. Stormwater Permit, <br />e. Solid Waste Management Permit, and <br />f. Zoning Compliance Permit. <br />11. Uses <br />a. Interior and exterior rentals shall be permitted on site to offset Post facilities <br />operating costs. <br />b. Recreational vehicle short term overnight parking (i.e., 1-2 nights) shall be <br />permitted for Post 6/American Legion members at the locations identified on the <br />plan. <br />c. Construction of a baseball diamond and/or soccer field shall be permitted. <br />STAFF COMMENT: Please refer to our previous comment(s) related to the <br />applicant’s recommended Condition 1. <br /> <br />STAFF COMMENT(S): <br /> <br />1. The applicant has offered conditions of approval for this request. These conditions <br />address potential impact (namely light and outdoor noise) and on adjacent properties. <br />2. Attachment 4 contains staff’s evaluation of the proposals compliance with the various <br />standards detailed within these sections. <br />While no major concerns have been expressed, staff is recommending the imposition <br />specific conditions of approval offered by the applicant to ensure the project’s compliance <br />with the provisions of the UDO in the event the Board determines the application can be <br />approved. <br />3. As detailed within Attachment 5 staff has determined the application is consistent with <br />established submittal requirements and there is sufficient documentation demonstrating <br />compliance with established development standards.
