We understand that if I were in Cobble Ridge and then I went to a 1 <br />higher priced neighborhood, that one that was $600,000, that the amenities that the market would 2 <br />expect in this higher priced neighborhood would not be similar to what my expectations would be 3 <br />in Cobble Ridge. That wouldn’t be a fair comparison. But if I compare just that neighborhood, we 4 <br />want to have a reasonable amount of conformity. There’s going to be some variances, yes. But 5 <br />we anticipate that most of that’s going to be washed out by using a broader study instead of just 6 <br />one particular dwelling. 7 <br /> 8 <br />Samantha Cabe: I have two questions that are related to Cobble Ridge. First, what is the average 9 <br />lot size in Cobble Ridge that you looked at? Oh it’s .23. It looks like less than half-acre lots. 10 <br /> 11 <br />Michael Ogburn: Yes ma’am, that’s correct. 12 <br /> 13 <br />Samantha Cabe: And the houses that were in direct proximity of the cell tower; how far were 14 <br />they? 15 <br /> 16 <br />Michael Ogburn: In other words these were the lots next door. Here’s cell phone tower 1 and 2, 17 <br />just like that. 18 <br /> 19 <br />Samantha Cabe: And how far away is the proposed tower in this case from Mr. Owen’s 20 <br />residence? 21 <br /> 22 <br />Michael Ogburn: I don’t have… but I would say probably a quarter of a mile. 23 <br /> 24 <br />Samantha Cabe: And were the cell phone towers in Cobble Ridge closer or further than a quarter 25 <br />of a mile? 26 <br /> 27 <br />Michael Ogburn: So they would be closer. Right. 28 <br /> 29 <br />Samantha Cabe: Right. Thank you. 30 <br /> 31 <br />Michael Ogburn: Yes ma’am. So that’s why I include the study of comparing the two 32 <br />neighborhoods to see if that cell phone tower had an impact on all of the properties in that 33 <br />neighborhood, not just the ones that are immediately adjacent. My conclusion, based on the 34 <br />information I pulled up, was that the entire neighborhood was adversely affected. Even though 35 <br />those that were not immediately adjacent, so what appears to be absolutely true is that the more 36 <br />approximate you are to the cell phone tower the more adversely your value will be affected. It 37 <br />seems to be fairly reasonable to me. 38 <br /> 39 <br />John Price: Is there a range of impact in terms of the closer to proximity, the more visible? 40 <br /> 41 <br />Michael Ogburn: So what we would find then if we used those properties that were immediately 42 <br />adjacent to the cell phone tower and then went across the street and compared them to like size 43 <br />houses in Sunset Ridge that differential would have been probably in the 20 plus range. Now, that 44 <br />also seemed to be very consistent with the study that was done in New Zealand where they found 45 <br />a range of 2-21% depending on the proximity to cell phone towers. So that seems then to be 46 <br />supportive of the information that I gathered. 47 <br /> 48 <br />Barry Katz: You’re comparing the two developments, and the development that’s not directly 49 <br />associated with the cell tower, can you see the cell tower from that subdivision? 50 <br />89
