1 <br />Michael Harvey: The County received the building permit, yes ma’am. 2 <br /> 3 <br />LeAnne Brown: Alright, and what is the process when the County receives that building permit request? 4 <br /> 5 <br />Michael Harvey: All building permits are processed by the Building Inspections Division of the Planning 6 <br />Department. Different departments are assigned or requested to review the application to determine 7 <br />completeness or the need for additional permits, which includes Erosion Control, Orange County Health 8 <br />Department, Fire Marshall’s Office, and of course, Current Planning. 9 <br /> 10 <br />LeAnne Brown: And did the filing of that application cause an inquiry to you as Planning Supervisor as to 11 <br />whether further permits were needed? 12 <br /> 13 <br />Michael Harvey: Yes, it did. 14 <br /> 15 <br />LeAnne Brown: And what did you determine with regard to the January permit? 16 <br /> 17 <br />Michael Harvey: The January permit did not contain sufficient information or documentation leading me to 18 <br />change my opinion as to whether or not a SUP was required. 19 <br /> 20 <br />LeAnne Brown: And why is that? 21 <br /> 22 <br />Michael Harvey: It was incomplete and the documentation alleging what activity had changed on the 23 <br />property warranting the issuance of a building permit inconsistent with a denied SUP. 24 <br /> 25 <br />LeAnne Brown: And did you compare the January application to the application for SUP? 26 <br /> 27 <br />Michael Harvey: No, I did not. 28 <br /> 29 <br />LeAnne Brown: You testified that you were very familiar with the SUP application. In reviewing the request 30 <br />for building permit and the plans for the building permit have you noticed any differences in the basic 31 <br />design of the event center? 32 <br /> 33 <br />Michael Harvey: There are detailed building plans that were submitted as part of the building permit 34 <br />application submittal that were not available or not submitted as part of the SUP application. There are now 35 <br />labels to the various uses of the rooms (inaudible) building permit application. That is included in the 36 <br />Board’s packet this evening. 37 <br /> 38 <br />LeAnne Brown: And was the land disturbance the same? 39 <br /> 40 <br />Michael Harvey: My recollection was it was about the same. 41 <br /> 42 <br />LeAnne Brown: About 85,000 square feet? 43 <br /> 44 <br />Michael Harvey: That sounds approximately correct. 45 <br /> 46 <br />LeAnne Brown: And the size of the building and the SUP I believe you testified was listed as 4,200 square 47 <br />feet. Is that correct? 48 <br />26
