WEST: Single-family residences and undeveloped property <br />ranging in size from 2 to 77 acres in area all zoned RB; <br />Proposal: In accordance with: <br />• Section(s) 2.7 Special Uses, <br />• 5.2.2 Table of Permitted Uses, <br />• 5.3.2 Application of Use Standards – Special Uses, and <br />• 5.10.8 Wireless Telecommunication Support Structures – Submittal and Review <br />Requirements <br />of the UDO Towercom IV LLC and Verizon Wireless have submitted a SUP application seeking <br />a permit to erect a 199 ft. tall (195 ft. tall tower with a 4 ft. lighting pole at the top for a combined <br />total height of 199 ft.) monopole telecommunication facility (i.e. a telecommunication tower) on a <br />parcel of property located at 1941 Mt. Carmel Church Road, further identified utilizing Orange <br />County Parcel Identification Number (PIN) 9796-09-9658. As detailed within the application <br />submittal, the applicant wishes to erect a telecommunication facility within a 100 foot by 100 foot <br />leased area on the aforementioned parcel. There will be an equipment cabinet at the base of <br />the tower to house equipment for the various communication providers utilizing the tower within <br />a 60 foot by 60 foot fenced compound. Access to the facility shall be through a proposed <br />access driveway off of Wilbuck Avenue. <br /> <br />A copy of the site plan is contained within the applicant’s SUP application packet (Tab 8). A <br />narrative outlining the specifics of the project is contained in Tab 1 of the application booklet. <br /> <br />ORDINANCE REQUIREMENTS: Telecommunication Facilities are defined within Article 10 <br />Definitions of the UDO as: <br />A structure, facility or location designed, or intended to be used as, or used to <br />support antennas or other transmitting or receiving devises. This includes without <br />limit wireless support structures of all types, kinds and structures, including, but <br />not limited to buildings, church steeples, silos, water towers, signs or other <br />structures that can be used as a support structure for antennas or the functional <br />equivalent of such. If further includes all related facilities and equipment such as <br />cabling, equipment shelters and other structures associated with the facility. It is <br />a structure and facility intended for transmitting and/or receiving radio, television, <br />cellular, SMR, paging, 911, personal communications services (PCS), <br />commercial satellite services, microwave services, and any commercial wireless <br />telecommunication service not licensed by the FCC. <br />As previously indicated the standards governing the submittal and review of telecommunication <br />facilities are detailed within: <br />• Section 2.7 Special Use Permits; <br />• Section 5.3.2 Special Uses; <br />• Section 5.10.8 (A) and (B) Wireless Telecommunication Support Structures – <br />Submittal and Review Requirements <br />119
