79 <br />the project will require modification of the existing road network or if existing traffic volumes can accommodate_ <br />the development of the project. <br />As staff understands the situation 'customers' (i.e. event attendees) will be entering /exiting the site from <br />Morrow Mill Road. There will be a driveway off of Millikan Road for deliveries and service vehicles. <br />4. Environmental Health: Per Section 5.3.2 (B) of the County Unified Development Ordinance (UDO) we need a <br />statement from you commenting on the 'method and adequacy of waste water treatment'. A soil scientist has <br />determined an area of the property as being suitable to support a septic system for the project. What I need is a <br />memo identifying the basic system parameters for the proposed center and if you all have any concerns. <br />I realize the applicant has probably not applied for a permit yet but any guidance you can offer will be <br />appreciated. <br />5. Tax Office: Dwane we need your help addressing a local citizen's concerns over how a retreat facility is taxed. <br />While the applicant is seeking a Special Use Permit to commence operations there is a possibility an argument <br />can and will be made the facility is part of a farm operation (a farm number has been issued for the property) <br />and, as a result, exempt from our permit review and approval process altogether. <br />While that matter is being debated we want to provide a response to several local property owners on how a <br />retreat center, located on a farm specifically, would be viewed from a tax assessment perspective. This is to <br />ensure we are providing the correct response to several local residents who have expressed concern that if the <br />project does become a farm use the 'commercial component' would be taxed appropriately. <br />Thank you all in advance for your assistance in this review.
