73
Patrick R. Mallett
From: Jeff Scouten
Sent: Tuesday, August 11, 2015 12:25 PM
To: Timothy A. Smith (tsmith @ppaengineering.com)
Cc: Patrick R. Mallett
Subject: The Barn of Chapel Hill SUP
Attachments: SWM Plan.doc; OCSW Design Guidelines 7- 14- 15.pdf
Follow Up Flag: Follow up
Flag Status: Flagged
Tim:
I met your client, Kara Brewer at the pre - development meeting this morning for the subject project and although I
briefly went over our plan requirements with her, I thought I'd go ahead and reach out to you directly.
We would have no objection to the granting of the SUP conditioned upon the following conditions being satisfactorily
addressed:
1. Solid Waste Management Plan —This document (attached) must be filled out and returned to me for review and
approval.
2. Refuse & Recycling Enclosure — Must be designed and built according to OCSW design standards (copy attached)
and a detail must be placed on the plans.
3. Provisions for the recycling of corrugated cardboard —The applicant may choose to provide a dedicated bulk
container (dumpster) for cardboard or take it to one of the County's recycling /convenience centers. If a
dumpster is used please show that on the plan otherwise add a note on the plan stating that the cardboard will
be taken to an Orange County recycling /convenience center.
4. Please make sure that there is adequate space to allow for collection trucks to access the garbage and recycling
containers and to turn around without any trouble. The turning radii for collection trucks is on the attached
Design Guidelines and I can provide turning radius templates if you want them.
5. This project may qualify for food waste recycling collection. Contact Kristina Witosky at 919 -968 -2788 x224 or
kwitosky @otangecountync.gov for more Information if there is interest in this.
6. Add the following construction notes to the site plan sheet:
Construction Waste:
All existing structures 500 Square Feet and larger in size shall be assessed prior to demolition to
ensure compliance with the County's Regulated Recyclable Materials Ordinance (RRMO) and to
assess the potential for de- construction and /or the re -use of salvageable materials.
By Orange County Ordinance, clean wood waste, scrap metal, and corrugated cardboard present in
construction or demolition waste must be recycled.
• By Orange County Ordinance, all haulers of mixed construction and demolition waste that includes
any regulated recyclable materials shall be licensed by Orange County.
• Prior to any demolition or Construction activity on the site the Applicant shall hold a pre -
demolition /pre - construction conference with the Solid Waste staff. This may be the same pre -
construction meeting held with other development /enforcement officials.
When you have made these plan changes and completed filling out the Solid Waste Management Plan document, please
send them to me as PDF e-mail attachments for final review and approval.
If you have any questions or wish to discuss this matter further, please let me know.
Thanks.
Jeff Scouten
Environmental Enforcement Supervisor
