45 <br />The applicant and consultant indicated that the vision for the development was <br />center on special events in a rural setting. The applicant also offered that she had <br />spent the better part of 2 years developing a business plan, locating an appropriate <br />barn to refurbish, establishing a flower farm, finding a site appropriate to <br />accommodate the vision and business plan, and providing a development that was <br />respectful of adjacent residents and the surrounding area. They also indicated that <br />an appraisal and of analysis is part of this request and that these documents will be <br />entered into the record. <br />3. Environmentally Sensitive Areas. <br />■ Residents asked questions regarding the protection of environmentally sensitive <br />areas both on and off -site. Adjacent residents also questioned that the proposed <br />septic area could potentially contaminate their farm pond, which is a water source for <br />their farm animals. <br />Orange County Staff reviewed the environmental constraints imposed by the UDO. <br />They also noted that the projects would also require Soil & Erosion Control and <br />Environmental Health Permits. <br />■ The applicant and consultant noted that this is the beginning of the process, and that <br />location for the barn and its supporting facilities was chosen to avoid impact on <br />sensitive features and avoid potential damage to adjacent properties. <br />4. Lighting. <br />■ Residents expressed concerns about light pollution, glare and an impact on the <br />adjacent properties. They also noted that cars coming and going at night would <br />produce repeated light patterns into their properties as people came and went from <br />the facility. <br />■ Orange County Staff noted the UDO lighting regulations, which limit site lighting and <br />require "cut off' fixtures that eliminate glare. Staff also noted that landscaping, <br />topography, distance and topographic features may lessen the potential for light <br />impacts from cars and/or site lighting fixtures. <br />The consultant and applicant reviewed the lighting plans and the intent to keep <br />outside lighting to a minimum. They also expressed a willingness to meet with <br />adjacent residents across from both driveways to determine if additional measures <br />could be provided (e.g. re- aligning the driveways slights and /or installing a <br />landscaped median). <br />5. Noise. <br />■ Residents expressed concerns about excessive noise from events, especially music <br />and outdoor events with speakers. They noted the quiet rural character of the area, <br />which is an asset they consider a major part of why they live in the area. They also <br />noted recent issues with other event centers where excessive and sustained <br />fireworks have been a source of complaints. <br />■ Orange County Staff noted the County's sound ordinance which limits excessive <br />noise and is intended to keep things quieter at night. Staff also noted that the SUP <br />process allows for voluntary conditions which could limit outdoor activity, music <br />speakers etc. Note: the applicant has since submitted a" number of voluntary <br />conditions including provisions regarding noise and prohibiting fireworks. <br />
