proposed wireless support structure prior to the commencement of land disturbing <br />activities associated with the construction of the telecommunication facilities. <br />7. The applicant shall obtain a driveway permit from the NC Department of Transportation <br />approving the driveway access for the project off of Mt. Sinai Road. <br />8. Final assignment of a street address shall be completed by Orange County Land <br />Records prior to the issuance of any permit authorizing land disturbing activity on the <br />property. <br />9. The applicant shall obtain all necessary development permits from the County prior to <br />the initiation of and land disturbing activity associated with the construction of the <br />telecommunication facilities including, but not limited to: <br />a. Building Permit, <br />b. Erosion Control/Stormwater Management Permit, <br />c. Solid Waste Management Permit, and <br />d. Zoning Compliance Permit. <br />As part of the review of proposed construction drawings, the Orange County Services <br />Department shall review and comment upon final submitted construction drawings to <br />determine compliance with State Fire Code regulations. <br />10. Any proposed co-location of antenna on this tower shall be reviewed, acted upon, and <br />installed in accordance with the provisions of the UDO. <br />11. A co-location site shall be offered to the County for the placement of antenna in support <br />of local emergency communication needs. <br />12. The applicant shall submit all necessary bonding/financial security documents to the <br />County Attorney’s office for review and approval guaranteeing the removal of the tower in <br />the event it is abandoned or unused for a period of 12 months. A cost estimate shall be <br />provided by a qualified contractor. The amount of the security shall be 110 percent of <br />the estimate. This must be completed before building permits are issued. <br />13. Telecommunication tower owners shall submit a report to the County Inspections <br />Division certifying structural and electrical integrity upon completion of the initial <br />construction and at intervals as specified within the UDO. <br />14. Inspection records shall be kept by the tower owner and made available upon request to <br />the County Inspections Division during regular business hours. Inspections shall be <br />performed as specified within the UDO. <br />15. In those cases where an inspection is required, which is not performed by Orange <br />County Inspections, the applicant is required to notify the Planning Department and any <br />applicable County telecommunication consultant of the inspection and its results. <br />16. Nothing associated with the approval, development or use of the property in support of <br />the proposed telecommunication facilities shall be construed as impacting the use of the <br />property for single-family residential or horse/farm activities with the exception of <br />preserving existing foliage as detailed within Condition 2. <br />Expansion of same shall not constitute a modification of the special use permit as <br />detailed within the UDO requiring a re-review of the project by the Board of Adjustment. <br />17. The County’s telecommunications consultant shall issue a final Certificate of Completion <br />upon the completion of a final inspection of the constructed telecommunication facilities. <br />125
