t. <br />1 <br />Planning staff understands that as programs are changed or modified there is an impact <br />on the needs for space and their proximity to existing development on a given parcel of property. <br />That being said any proposed modification to the location and/or size of structures on the <br />property will require a site plan modification processed through the Orange County Planning <br />Department in accordance with the provisions of the Ordinance. <br />Staff recommends that the University complete a new site plan application form (please <br />see attached) and submit a revised site plan, for review and approval by staff, showing the <br />revised building locations and their size. Once this revised site plan is reviewed and approved <br />the University can begin development activities consistent with the requirements of the <br />Ordinance. <br />Please note that staff will require certification that existing septic systems can support the <br />proposed new facilities prior to. any approval issued by this Department. It should be noted that <br />Section 6.20 of the Ordinance prohibits the location of `ground absorption systems with a design <br />capacity of 3, 000 .gallons per day or more and package treatment plants for sanitary sewage <br />disposal' without the submittal, review, and issuance of a Class A Special Use Permit in <br />accordance with the provisions of Article Eight (8) or a the submittal, review, and issuance of a <br />Planned Development (PD) rezoning and Class A Special Use Permit in accordance with Article <br />Seven (7) of the Ordinance. <br />As of the writing of this letter, staff has not been provided any documentation from the <br />University relating to the design capacity of the current sanitary disposal system operating on the <br />property. With the submittal of the revised site plan, as discussed herein, we will be requiring <br />more detail on the existing sanitary sewage disposal system currently permitted to operate on the <br />property, specifically focusing on its design capacity. If the system exceeds established <br />limitations, as referenced herein, fiuther permit review will be required before additional land <br />disturbing activities are authorized. <br />Further, while we realize that the septic facility on the property is reviewed, permitted, <br />and inspected by the State, as are all of the buildings constructed on site, we request that our <br />local Health Department and Building Inspections -division, if necessary, be involved to the <br />greatest extent possible with the review, permitting, and inspection of development proposals for <br />the property in an effort to provide comment on proposed development activities as well as to <br />offer guidance on addressing various developmental issues. <br />In terms of coordinating future zoning inspections to ensure compliance with approved <br />site plan(s), the Department requests that University staff provide notice when development <br />activities are initiated so necessary zoning compliance inspections can be conducted in <br />accordance with the provisions of the Ordinance. As the facility is gated and access restricted, <br />staff will need your assistance to ensure that we are able to verify the conforming status of all <br />development projects consistent with all approved site plans. <br />_62_ <br />
