site plan approval in accordance with Article Fourteen - (14) Site Plan Approval <br />Procedures of the Ordinance. <br />3. On October 8, 2004 a site plan application proposing the development of a University <br />research facility on the property was submitted. <br />4. The aforementioned site plan was approved by staff on November 22, 2004, as detailed <br />within a letter authored by Ms. Cara Thames, allowing for the development of the <br />following on the property: <br />a. 11,000 square foot rodent retention facility, <br />b. 8,850 square foot bio -lab, <br />c. 5,000 square foot dog kennel, <br />d. 1,500 square foot office, <br />e. 1,000 square foot storage facility, <br />f. 15,000 square foot kennel and lab are to support a new `Blood Lab', <br />g. 5 pig enclosures, and <br />h. Parking facilities for employees <br />The site plan.denoted the location of several `future' buildings on the property as well. <br />5. In 2006 staff and University officials were discussing the need for a revised site plan <br />showing: <br />a. The final location for all proposed, and existing, structures on the property, <br />b. The location of the spray irrigation field areas and other septic field and repair <br />locations, if any, <br />c. All well locations, <br />d. The location of all streams and flood plains on the property, <br />e. The provision of a driveway encroachment agreement from NC DOT for the <br />improvements to the entrance of the property, and <br />f. The location of sediment basins and stormwater detention ponds, <br />The revised site plan was deemed necessary as University staff had indicated that <br />modifications were necessary to previously approved structures. In May of 2006 a site <br />plan was submitted incorporating these items as requested by staff. According to our <br />records the University was authorized in July of 2006 to move forward with development <br />plans as approved by staff. <br />During a recent inspection of the property staff observed on -going construction work on <br />various structures consistent with the approved 2004 and 2006 . site plan(s). At this time, staff <br />was informed that University staff was in the process of re- evaluating the location of all <br />proposed structures, as well as their ovorall size and use, and that further modifications to the <br />approved site plan(s) would be necessary to accommodate the University's needs on the <br />property. <br />ki <br />
