Hillsborough-Orange County Strategic Growth Plan: Phase One <br />Presented at November 20, 2006 Quarterly Public Hearing -DRAFT minutes attached. <br />Summary: Planning Director Craig Benedict clearly discussed the aspects of a Phase <br />One report and recommendation as requested by BOCC at the November 20, 2006 <br />Quarterly Public Hearing. Phase One includes the `Small Area Plan Report.' Small area <br />plans set the: <br />• .General purpose of the planning study area; <br />• Examine the present conditions of planning issues such as land use patterns, <br />utility and roadway infrastructure, etc. and trend future conditions; <br />• Planning for the future within the sustainability constraints of resources (natural, <br />fiscal, and public service) are then programmed for location and intensity; <br />• Jurisdictional planning review guidelines to promote an efficient and coordinated <br />orderly pattern of growth - in this case, a cooperative planning agreement <br />between the Town of Hillsborough and Orange County; and <br />• Implementation strategy, but not the actual regulatory land use and zoning <br />changes or interlocal agreements that are the next formal stage (i.e., Phase <br />Two). <br />In addition, he referred to the attached letter to the agenda from the consultant, Clarion, <br />that addressed specifically in the text which clarifications have been made. <br />He reiterated that the report is a product of the approved Town of Hillsborough/Orange <br />County Urban Area Transition Task Force (2004-2005) and the consultant driven Town <br />of Hillsborough70range County Strategic Growth Plan (2005-2006) steering committee, <br />both of which included citizen and elected official appointments as well as community <br />outreach. <br />Phase One of the Small Area Plan was differentiated from Phase Two by virtue of future <br />formal land use and zoning actions and interlocal agreements where additional public <br />outreach is conducted. <br />A lengthy (one-hour) discussion by the Planning Board ensued. <br />
