S7¢lker~ <br />Claud T, Pcoe~ D. t„ Pay ard Donald Stanford, <br />~, Acting Chairman Ray placed the floor open for nominations for the of_`ise of Chairmen of the <br />Hoard for the coming t~eo years, Cormissioner Plelker placed fn nemiaation the name of Commissioner <br />Hobbs, This motion was seconded by Gonmi ssioner Stanford, Tlo other names rare placed in nomination <br />and Commissioner Rny enlled for n vote on this motion. R..7. ni, Hobbs rms elected Chairmen o£ the <br />Beard for the coming two years by the following vote: Ayes - Commissioners Ray, P7elker~ Pope and <br />Stanford, Noes - None. <br />A genezal discussion of the proposed P.ecx'eation District election pas held. After consider¢tion <br />of s request from the Tax Supervisor to hold this election ea soon as possibler it w¢s agreed to hold <br />a public hearing on this question as required by the special statute governing this matter. Commis- <br />sioner Ray moved this hearing be held on January 3. 1957 at the Torn Nell in Chapel Hill, This <br />motion was seconded by Commissior~r Stan__"ord~ and when a vote pas enlled by Chairman Hobbes the <br />motion ens unanimously adopted. The matter of verifying the petition submitted $' citizens interested <br />3n the Recreation District was breught up. The Hoard of Commissioners found es a fact th_t the 1,153 <br />signers of this petition constitute more than 15° oC the resident freeholders of this desgribed area <br />as there appear to be approximately 3.050 resident freeholders of the ¢rea. <br />Commissioner Ray moved that pfx's..7ackie Burton Clsytonr employee qT the CL=rk of Caurt~ Who was <br />on official leave of absence in July of 1956, be granted a one step increase Sn sa]ary effective <br />Clovember 1. 1956. the date of her return to pork, This is to place her in the same o¢y level as <br />other employees with e similar length of service. This motion n¢s seconded by Commissioner 'aniker. <br />and unanimously approved by the Board. Zt w¢s agreed among the members oT the Beard that this was <br />action on a individual case em not a statement of policy at present, This may or may pat become <br />policy at n later date, <br />Honorable A]ax Sici!nhon. member of the staff of the Institute of Government and Cheirrsn of the <br />Beard of Cmmnlssioners of the Greater Chaoel Hill Fire District appeared before the Hoard to file a <br />resolution passed by the Fire District Hoard which reds as follows: <br />"T0: Zh^. G. !Serritt <br />Cwmissioner^ <br />The approval oT this request was asked by Lir, tdciSahonr made a motion b7 Commissioner Rey seconded by <br />Commissioner Stanford and unanimously approved by the Board, <br />Fire District Commissioner E:r7.fehon then discussed with the Board the possibility of expansion of <br />the Fire District by petition as opposed to expansion by elections. At the conclusion of this dis- <br />cussion the Board rewested 6L. ;idfahon to set out in the form ors special legisl¢tive act for Orange <br />County, procedures whereby any defined area mey~ upon petition of a mnj ority of the Treeholdars within <br />the stated area, be ¢nnexed into a fire district. 6Sr, Netlahon agreed to do this prior to the next <br />meeting of the baen4 ard to send n draft oT the proposal for pre sent¢tion at that time, <br />Commissioner Ray moved that the Honorable i, J, Phipps bs reappointed for a tno pear texas ¢s <br />Judge of the County Rscorder's Court. This motion was seconded by Ccnmissioaer flelker~ and approved <br />6y the Bcaxd. With ell members voting in the affirmative, <br />It rms suggested that voting for the position of Solicitor of the Recorder's Court be done by <br />secret ballot.
