Carrboro's long term responsibility for maintenance of this roadway. Otherwise, the <br />school would have to build to NCDOT standards with long-term responsibility for <br />maintenance uncertain. <br />3. Streetlights and sidewalks can be designed and constructed by the school and then <br />maintained by the Town of Carrboro. Otherwise, somewhat complex agreements would <br />need to be formulated with NCDOT and the Town of Carrboro for sidewalk maintenance. <br />4. Annexation would permit an acceptable north-south collector road alignment, <br />eliminating~the need for a regulatory land use buffer on land committed to school <br />purposes, which buffer will potentially eliminate intended future school sites. At a <br />minimum, the buffer is likely to create the need for significantly more land to be <br />committed to school sites reducing that available for the Twin Creeks Park. <br />Decisions about future annexation of other parcels can be considered by the BOCC on an as <br />needed basis. <br />Since the parcel is in the Joint Planning Area, the Chair of the BOCC can notify the County's <br />JPA partners (Town of Chapel Hill and Town of Carrboro) as well as Duke Forest (nearby <br />property owner) and OWASA (utility provider) of the decision to request annexation and the <br />reasons for it. <br />FINANCIAL IMPACT: There is no direct financial implication related to authorizing submission <br />of the voluntary annexation petition. However, annexation of the property will clarify some <br />heretofore unresolved issues and accordingly increase the. likelihood that the new elementary <br />school will open in time for the 2008-09 academic year. <br />RECOMMENDATION(S): -The Manager recommends the Board of County Commissioners <br />authorize the Chair to sign the attached petition. <br />
