County Manager <br />Annexation Petition with Exempt Plat 245-2300 <br />Parcel Craig Benedict, Planning Director <br />Proposed School Site Plan 245-2585 <br />Geoffrey Gledhill, County Attorney <br />732-2196 <br />PURPOSE: To authorize the Chair of the Board of County Commissioners to sign a voluntary <br />annexation petition fora 19-acre parcel that is under review for Chapel Hill-Carrboro Elementary <br />School #10 in the Town of Carrboro's planning jurisdiction: <br />BACKGROUND: Orange County purchased a 193-acre parcel in 2001 located approximately <br />at the corner of Eubanks Road and Old NC 86. A few years of master planning led to a variety <br />of park and school uses to be located within the overall site. <br />The northernmost area of the site was planned for Chapel Hill-Carrboro Elementary School #10 <br />which had been identified as a need under the School Adequate Public Facilities Ordinance and <br />subsequent Capital Investment Plan. The proposed school is following an expedited review <br />track in the Town of Carrboro's conditional use permit (CUP) process. The preliminary public <br />information CUP review occurred on November 28, 2006: <br />At its November 14, 2006 meeting, the BOCC approved the creation of an exempt plat for the <br />school site to separate the parcel from the larger tract and to permit the Town of Carrboro to <br />limit its permitting (CUP) conditions to this 19-acre parcel. <br />The Chapel Hill-Carrboro Elementary School #10 is scheduled to open in August 2008 and the <br />approval and construction timeline is critical. The Town of Carrboro has been very helpful to <br />choreograph the expedited review. Collectively, many reviewing entities have offered <br />suggestions and problem solving, keeping the project on schedule. The formal Public Hearing <br />before the Carrboro Board of Aldermen on this school CUP application is January 9, 2007 and <br />therefore BOCC action is needed now regarding annexation. <br />Annexation is justified for the following reasons: <br />1. The property is located in the JPA `transition' area, intended for eventual annexation. <br />2. The public road that will serve the school and that will eventually be a part of the <br />"north-south connector" to be located on the eastern edge of the school site could be <br />designed and constructed to Town of Carrboro standards, which would allow for <br />
