S:\MANAGERS WORKING FILES\BOH\MINUTES\1990s Minutes\Minutes 1996\596MIN.DOC 4
MAY 23, 1996
Dr. Foster presented an update from the Human Services Advisory Commission. She informed the Board that
the Commissioners had re-appointed her as representative beyond the usual term of service. The HSAC will be
looking at resources to bring Boards together to look at becoming more outcome based. Several non-profit Board
members met with HSAC and are very interested in the project. HSAC will be looking at developing several
partnerships and would like to hold several board retreats that look at outcomes, how to write them, how to measure
them, how to develop programs around outcomes. The initial focus will be on the largest funders from the non-
departmental funding budget that the county supports, and then other groups.

10.2 Board Member Concerns
Dr. Cammarata would like for the letters that Animal Control will be sending out to include reminders for people
to re-vaccinate after animal bites to other animals and to get regular rabies booster shots.

Mr. Currie voiced his concerns regarding recent rubella outbreaks. The Health Director informed him of a
possible case in a Orange County elementary school. Letters were sent home to parents of religious exemption
children asking them to take their children home from school until they are immunized, have proof of immunity, or
21 days have past after the last case has been identified.

Mr. Currie and Dr. Klein would also like to see articles run in the area papers regarding Rocky Mountain
Spotted Fever.

The Health Director updated Board members on morale issues. The Director and Division Directors have met
and decided to create an employee committee where volunteers from each division will work together on different
issues that are important to employees in general.

Dr. Ives reviewed a letter from Wayne Sherman, Chatham County Health Director, thanking the Health
Department for their help during the rubella outbreak in Chatham County.

Dr. Foster requested letters of concern and support be written and sent to city and county officials regarding fire
safety in college dorms.

11. Adjourn

There being no further business, a motion was made at 10:30 p.m. by Ms. Crowder-Gaines and seconded
by Dr. Foster to adjourn the meeting. The motion carried unanimously. The next regular meeting will be
held on June 27, 1996 at 7:30 p.m. at the OWASA Community Meeting room at 400 Jones Ferry Road in
Carrboro, North Carolina.

Respectfully submitted,

Daniel B. Reimer, MPH
Health Director
