S:\MANAGERS WORKING FILES\BOH\MINUTES\1990s Minutes\Minutes 1996\596MIN.DOC 2 <br /> MAY 23, 1996 <br /> Following questions and discussion, the Board recommended the following: <br /> <br />A motion was made by Dr. Klein to approve chemical toilets with the provision of hot and cold water for <br />hand washing adequate for 100 people with handicap accessibility. The motion was seconded by Ms. <br />Crowder-Gaines and passed unanimously. <br /> <br />A motion was made by Dr. Foster to give the Tripodi’s three options acceptable for the septic system. The <br />Tripodi’s can negotiate with Mr. Holdway which option they choose. The options are: 1. Negotiate with Mr. <br />Holdway to install a water meter and monitor the flow rate of water consumption with spot checks by the <br />department to verify that they are not exceeding the limit or; 2. Expand the system or; 3. They can decide, <br />based on Mr. Holdway’s calculation to have a fewer number of maximum participants at events to not exceed <br />the recommended water usage. The motion was seconded by Dr. Klein and passed unanimously. <br /> <br />The Board would like a report on next month’s agenda regarding the final decision of the Tripodi’s. <br /> <br />5. DENTAL HEALTH SERVICES <br /> <br /> 5.1 Increase in Dental Fees <br /> Mr. Reimer informed the Board that the last review and increase in dental fees was July 1, 1993. He reviewed a <br />spreadsheet of dental fees that included the following: OCHD current and proposed dental fees; The American <br />Dental Association 1993 Survey of Dental Fees; UNC School of Dentistry current fees for dental services; Medicaid <br />current fees for dental services and Dental fees from three private dental practitioners. The scale shows a steady <br />increase in fees over the past few years. Dr. Klein recommended that no charge be under what Medicaid pays. The <br />staff will investigate the charge for Biopsy Oral Tissue. <br /> <br />A motion was made by Ms. Crowder-Gaines to approve the proposed increase in dental fees with a check on <br />the charge for Biopsy Oral Tissue fee and to forward the increase in fees to the Board of Commissioners for <br />approval. The motion was seconded by Dr. Klein and passed unanimously. <br /> <br />6. RABIES CONTROL REPORT <br /> <br /> Due to the lateness of time, attachments to this item were handed out and Board members were asked to call John <br />Sauls, Animal Control Director, if they had further questions. Handouts included: Letters to Physicians; Letters to <br />Veterinarians; Division Standard Operating Procedures for Response to Rabies Exposure; and a plan to notify Health <br />and County Officials and Media. <br /> <br />7. PERSONAL HEALTH SERVICES REPORT - Linnea Larson <br /> <br /> 7.1 Nutrition and Worksite Wellness Grant Proposals <br /> Ms. Larson informed the Board that the Nutrition Branch and Cancer Control Program of the Division of Health <br />Promotion, Department of Environment, Health and Natural Resources is offering funding, on a competitive basis, <br />for up to 10 mini-grants for Community Nutrition Promotion Projects. The focus of these projects is to foster <br />changes in organizations, worksites, and/or the community at large that support healthy nutritional choices and <br />behaviors to prevent cancer. The maximum funding is $25,000 for any one health department. Funding above this <br />amount will be considered for proposals that demonstrate collaboration between health departments. The funding <br />period is July 1, 1996 through June 30, 1997, and renewal may be available for the following fiscal year. <br />Preliminary plans include possibly collaborating with the Chatham County Health Department, the Durham/Chapel <br />Hill Dietetic Association and the area Nutrition Coalition which consists of representatives of the Cooperative <br />Extension Services of Orange and Chatham counties, the Chatham County Health Department, both school systems, <br />the Department on Aging, UNC Hospitals and Piedmont Health Services on a community outreach project. <br /> <br />The Board would like county and city employees added to the list. <br /> <br />A motion was made by Mr. Currie to authorize the Orange County Health Department, Personal Health <br />Services Division to submit a proposal for a Community Nutrition Promotion Project Mini-Grant. The <br />motion was seconded by Dr. Cammarata and was passed unanimously. <br /> <br />8. HEALTH DIRECTOR’S REPORT - Daniel B. Reimer <br /> <br /> 8.1 Budget Update.
