The second component of the <br />Prevention Program consists of vaccination compliance and protection. The objective is to increase the number and <br />percentage of vaccinated pets through the use of rabies vaccination clinics and compliance enforcement. <br /> <br />5. PRESENTATION OF THE REQUESTED BUDGET SUPPLEMENTS, 1996-97 - Daniel B. Reimer <br /> <br /> Mr. Reimer presented the following three supplemental budget proposals and the county cost of each. <br /> <br /> Continuation funding for the Community-Based Public Health Initiative $26,818 <br /> <br /> Administrative Support to the Child Service Coordination Program $15,831 <br /> <br /> Realignment of vacant FNP I position to Public Health Nurse I/CSC position $ 450 <br /> <br /> TOTAL $43,099 <br /> <br />The supplemental budget proposals have been presented to the Manager’s Budget Office. The Manager could <br />commit to the third request but a response will be forthcoming on the other two. <br /> <br />Dr. Klein motioned to accept and support the proposed supplemental budget proposals. The motion was <br />seconded by Ms. Crowder-Gaines and passed unanimously. <br /> <br />5.1 BOARD OF HEALTH MEETING SCHEDULE <br />The Board of Health Meeting Schedule/Locations was reviewed and revisions made. The meeting schedule was <br />approved except for July and December. The December meeting will be held at Carr Mill, either in the Health <br />Department or the Aurora Meeting Room, followed by the Christmas Social. The Health Director will locate <br />another place for the month of July. The May meeting will be held at the Northern Recreation Center in Cedar <br />Grove. The Board would like to have direction maps included in the Board packet for future meeting sites. <br /> <br />Barbara Chavious motioned to accept the proposed meeting schedule as amended. The motion was seconded <br />by Dr. Cammarata and passed unanimously. <br /> <br />6. HEALTH DIRECTOR’S WORK PLAN - Daniel B. Reimer <br /> <br /> Ms. Crowder-Gaines and Dr. Southerland explained that the Board had redefined internal and external areas of <br />the workplan for more clarification of Orange County boundaries. Internal: Orange County community exclusive of <br />Academic Institutions use as resources (county scope) UNC, UNC Hospitals. External: All non-county resources <br />and collaborative agencies or organizations, committees and communities that impact on the health environment of <br />Orange county residents. The Health Director and Board members made revisions, additions, deletions and time <br />table/completion date changes to the workplan. <br /> <br />Ms. Crowder-Gaines motioned to accept in concept the ten points of the Health Director’s workplan with the <br />proposed modifications and changes. The motion was seconded by Dr. Adler and passed unanimously. <br /> <br />The Board would like to see updates/revisions to the workplan at the next scheduled meeting. <br /> <br /> 7. BOARD OF HEALTH GOALS - Dr. Janet Southerland <br /> <br /> 1. Develop and implement evaluation plan for the Health Director. <br /> 2. Establish subcommittees regarding community diagnosis needs. <br /> 3. Educate Board members regarding health care changes. <br /> 4. Develop goals that relate to the community as well as the Health Department. <br /> 5. Cultivate relationship with Association of North Carolina Boards of Health. <br /> 6. Continue to develop relationship with county commissioners and county management. <br /> 7. Evaluate Board functioning; consider external reviewers to give Board a “report card." <br /> 8. Get to know staff, their jobs, and concerns in order to come together around common interests. <br /> 9. Create model of how Board meeting will progress through the year. <br />10. Focus on Board leadership development (including new Board member orientation and preparing <br />members to fill Board leadership positions). <br /> <br />The Board will address the goals in further detail at the May 23, 1996, Board of Health meeting. <br />
