CALL TO ORDER AND RECOGNITION OF GUESTS <br /> Dr. Ives, Chair called the meeting to order at 7:30 and asked Health Director, Mr. Reimer, to introduce the above staff <br /> who were present. <br /> <br />2. ADDITIONS OR CHANGES TO THE AGENDA <br /> A motion was made by Ms. Crowder-Gaines to accept the agenda. The motion was seconded by Dr. Adler and <br />passed unanimously. <br /> <br />3. REVIEW OF THE MINUTES <br /> The visitors were from UNC-Greensboro School of Nursing. Item 5.1, remove Dr. Foster from Personal Health committee <br />assignment. Item 5.2, b. change the word personal to public. <br /> A motion was made by Dr. Foster to accept the minutes as amended. The motion was seconded by Ms. Crowder- <br />Gaines and passed unanimously. <br /> <br />4. PERSONAL HEALTH SERVICES REPORT - Eileen Kugler <br /> <br /> 4.1 Smart Start Grant Application <br /> Ms. Kugler reviewed a memorandum from Michele Rivest, Executive Director of the Orange County Partnership for <br />Young Children, informing the Health Department that Glaxo Wellcome had made $1,000,000 available to the State <br />Partnership for Children for grant to local partnerships. Grant amounts to be awarded to local partnerships will range <br />from $5,000 to $25,000 for programs focusing on improvement of maternal and child health for one year. However, there is <br />a possibility of funding for three years with annual reapplication. Ms. Rivest was aware of previous efforts, in collaboration <br />with Joint Orange-Chatham Community Action Agency (JOCCA), Piedmont Health Services (PHS) and the UNC <br />Department of Obstetrics and Gynecology (UNC-OB/GYN) to develop a grant proposal for the reduction of infant mortality <br />in the minority population in Orange County. The grant development process also included the formation of a Coalition for <br />the Prevention of Poor Pregnancy Outcomes. This coalition was very interested in continuing to work on the issue of <br />minority reduction even though the grant proposal was not funded; however it has been very difficult to sustain any activity <br />without funding for personnel and other resources. <br /> <br />The core group met on Monday, November 18, 1996, to discuss the submission of the proposal and will continue forward if <br />the Board approves. <br /> <br />Dr. Gordon questioned the use of temporary part- time/ time-limited personnel. Dr. Ives suggested contacting the <br />Department of Family Medicine to see if they were also interested in being part of this process. Dr. Foster motioned to <br />authorize the Department to proceed with the application for funding in the amount of $25,000 to implement a <br />minority infant mortality reduction project. The motion was seconded by Dr. Klein and was passed unanimously. <br /> <br />
