Bateman <br /> The motion to approve the Smart Start Dental Contract was made by Janet Southerland, <br /> seconded by Beverly Foster and carried without dissent. <br /> <br />5. APPROVE: HOME VISITING PROPOSAL, PRESENTED BY EILEEN KUGLER <br />The legislature has made available funding for six intensive home visiting demonstration projects. <br />Twenty-four counties have been invited, including Orange County. This will range between <br />$100,000 - $150,000 per year for two years and the funding will come through the Health <br /> Department. The proposal was included in the Board packet for this meeting. <br /> <br /> The motion to approve the Home Visiting Proposal was made by Jonathan Klein, <br /> seconded by Cleon Currie and carried without dissent. <br /> <br /> CHILD FATALITY PREVENTION TEAM REPORT, PRESENTED BY EILEEN KUGLER <br />A copy of the Child Fatality Prevention Team Report was included for Board of Health members in <br />the Agenda Packet for the December 18, 1997 meeting. The Child Fatality Prevention Team is <br />under the auspices of the health department and was created by legislation. The purpose of the <br />team is to promote understanding of the causes of childhood death, to identify deficiencies in the <br />delivery of services to children and families by public agencies, and to make and carry out <br />recommendations for changes that will prevent future child deaths. <br /> <br />Recommendations of the Orange County Child Fatality Prevention Team are included in the <br />report to the Board of Health. <br /> <br />6. RECEIVE ENVIRONMENTAL HEALTH WHITE PAPER, PRESENTED BY RON HOLDWAY <br /> The Board of Health was presented a report “Environmental Health White Paper”, for <br /> information only in the Board packet for this meeting. <br /> <br /> REVIEW “ADVERSE PUBLIC HEALTH CONDITION”, PRESENTED BY RON HOLDWAY <br />The purpose of the report, included in the Board packet for this meeting, is to inform the Board of <br />Health of developments that could affect the Board of Health rules and environmental health <br />operations. The environmental health staff has recently been involved in discussions surrounding <br />the public health references in both the County’s Water and Sewer Policy and the draft agreement <br />from the Water and Sewer Boundary Task Force (WSBTF). Both documents currently contain <br />the phrase “Public Health Emergency” as a condition for the extension of public utilities into <br />designated watershed areas or “service areas”. As the discussions go further, the Board may be <br /> asked by the Board of County Commissioners and the Water and Sewer Boundary Task <br />Force to adopt the phrase “adverse public health condition” and its definition as a rule or policy. <br /> <br />7. APPROVE DENTAL DIRECTOR CONTRACT, PRESENTED BY DAN REIMER <br /> Since the inception of the dental program, the Dental Director, Dr. Eugene S. Sandler, has been a <br /> faculty member of UNC School of Dentistry. Until now, the School of Dentistry has not sought <br /> reimbursement for the service Dr. Sandler provides as Dental Director, however, the school has <br /> requested reimbursement for the services of Dr. Sandler in the same way that other faculty are <br /> reimbursed for their services. Since the Health Department pays the School of Medicine for the <br /> Medical Director, it would be consistent to pay the School of Dentistry for the Dental Director. <br /> <br /> The school is requesting the same amount that we pay other dental faculty who attend residents, <br /> $200.00 dollars per day at fifty (50) days per year, or $10,000.00 dollars on an annual basis. <br /> Because the Board of Commissioners can only contract for a period ending in the current fiscal <br /> year, the attached contract request $5,000.00 dollars for the period July 1, 1998 through June <br /> 30, 1998, to be renewed annually thereafter. <br /> <br /> The motion to approve the Dental Director Contract was made by Janet Southerland, <br /> seconded by Beverly Foster and carried without dissent. <br />
