MINUTES
ORANGE COUNTY BOARD OF HEALTH
AUGUST 27, 1998

Board of Health Minutes
Transcription completed by Patsy L. Bateman 5 august 27, 1998
Gregory has done an outstanding job in coordinating this.

Octoberfest will be on October 3rd in Efland. This will be held at Efland Cheeks Elementary
School, 12:00 Noon until 5:00pm. On Sunday, October 4th, the Festifall 5k Walk will be held.
This has been a Healthy Carolinians cooperative effort. T-shirts were donated by a business,
UNC is donating water bottles, the Kiwanis Club has been involved and has paid some of the
initial registration fees.

The Human Services Advisory Commission Forum on Managed Care at the Friday Center in
Chapel Hill on September 16th. Board members are encouraged to attend.

D. HEALTH CHOICE (CHIPS)
The official title of the program is Health Choice. Included in the Board of Health packet is an
overview of the final legislation. Marti Pryor-Cook and Rosemary Summers have been asked by
the State to jointly put together a committee that will develop an outreach plan for the county.
The target date for the program to start enrollment is October 1, 1998. Two weeks ago we
received a draft application form from the State and they are still in the process of developing
other materials. There have been two meetings of the committee. There was good attendance.
They divided into three subcommittees, Marketing and Public Awareness, Training and
Implementation, and Administration Subcommittee to focus on critical areas of the plan. The
estimate from the State is that there are about 400-500 children who would qualify for Health
Choice in this County and probably another 400-500 that would qualify for Medicaid that have
not been brought into the system. This outreach plan is for both of those populations.

E. DENTAL ARTICLE
This article was published in the News and Observer the first part of August. Dr. Sandler
shared this with us. Orange County was not listed as a major provider, yet the Orange County
Health Department generated $116,338.00 of Medicaid revenues in 1997-98. This revenue
figure is not far behind the Dental School’s Medicaid revenue.

Dr. Southerland commented on the lack of private dentist participation in Medicaid, attributing it
to the low level of reimbursement.

VI. A motion was made by Janet Southerland and seconded by Rick Marinshaw to adjourn the
meeting at 9:45 p.m.

The next regular Board of Health meeting will be held on September 24, 1998 at the Government
Service Center in Hillsborough, North Carolina.

Respectfully submitted,

Rosemary L. Summers, MPH, DrPH
Health Director RLS:plb
