MINUTES
ORANGE COUNTY BOARD OF HEALTH
AUGUST 27, 1998

Board of Health Minutes
Transcription completed by Patsy L. Bateman 4 august 27, 1998

“Passport” and were very impressed. Depending on our experience they may encourage other
counties to use this. This book will be available for private physician offices at some point.

This project was largely the work of a UNC student. Tim Ives stated that during his tenure with
the Board of Health, this was the first tangible hands on/high quality project and Margaret Brown
agreed. The Board of Health congratulated the persons involved with this project for a job well
done.

IV. HEALTH DIRECTOR’S REPORT

A. HEALTHY CAROLINIANS
Included in the Board packet was the brochure for the Statewide Annual Healthy Carolinians
meeting, October 12th and 13th in Greensboro. The Orange County Healthy Carolinians
Steering Committee met last month and finalized the list of reappointments to the new council.
Members that were present divided up the list and are in the process of contacting people to
see if they are willing to serve on the revised council. This reconstructed/reconfigured council
will get together in October for an initial luncheon. An Annual Meeting will be held in November
where there will be an Orange County report on health / health status, an update on some of the
assessment figures that were included in the original Healthy Carolinians, as well as having
Committees and subcommittees report on their action plans for the year. The Health Choice
Outreach subcommittee will be under the Needs of Children once it reaches a stable state. The
fitness subcommittee is under Preventive Services. There will also be a subcommittee on
substance abuse problems, but an even narrower focus will be on smoking control.

B. DIRECTOR’S WORK PLAN
The Director’s Work Plan was included as a part of the Board of Health packet. The plan was
presented with six and twelve month objectives. The plan fits well with what is occurring in the
Health Department now.

The capital needs of dental health have not been a high priority and need to be addressed.
During the current budget cycle, it became apparent how old their equipment is. If it were not
for the UNC Dental School patching them together with their “cast offs”, the dental service would
be severely compromised.

A question was asked regarding how the Board will receive feedback in six months regarding
achievement of objectives. It was agreed that short narratives on each objective with what has
been accomplished and hasn’t been would be prepared.

C. IMPORTANT DATES / UPCOMING EVENTS
The La Fiesta del Pueblo is a kick-off event for Preventive Services and also for Needs of
Children because they are focusing not only on the Hispanic/Latino population but are focusing
on children as well. The Festifall 5k walk on October 4th is part of the Fitness subcommittee.
This is a partnership effort as well and lots of agencies are involved. The Kiwanis are going to
take this on as a long-term project.

La Fiesta is September 12th and 13th and has grown into a huge event. Partnerships include
Duke University, UNC Hospitals, Lincoln Health Center, Piedmont Health Center, Chapel Hill
Pediatrics, School of Pharmacy, and several pharmaceutical companies are donating items.
A statewide referral plan has been implemented to follow-up identified high-risk patients.
