PROPOSAL TO PLANNING DEPARTMENT ON COORDINATED NEW DEVELOPMENT <br />APPROVAL PROCESS <br />The Commissioners asked in one of their recent meetings for more information on septic system <br />approvals as a part of major sub divisions for the Commissioners approval. The August 14th <br />memo from the Environmental Health Staff goes through the current steps. A suggested <br />addition is adding details to the plat of each lot on what type system or systems could be used <br />on that lot. If we know that a pump will be required, go ahead and stipulate that. This process <br />should not add anything extra to the sub division process. What it will provide is more clarity for <br />the Planning Staff as well as for the Environmental Health Staff. Included in the packet were <br />examples of the formats currently used with the proposed additions. The Planning Department <br />will see everything in the preliminary stage before the Commissioners. The Board of <br />Commissioners will be the last to review. The Board of Health commented that the chart or <br />table is much more helpful than the map. Margaret Brown requested that a definition of the <br />systems be included in the information to the Board of County Commissioners. <br /> <br />A question was asked regarding whether the State has the ability to override decisions made by <br />this Board of Health regarding permitting. The Orange County Health Department functions <br />under local rules and any appeals would come directly to this Board if permits were denied. <br />Systems that the Orange County Health Department don’t have permitting authority on are <br />those systems categorized as non-discharge permits, which basically are spray irrigation <br />systems and also we do not have permitting authority for discharge systems. The Federal <br />Rules will not let discharge systems be delegated below State level. There are provisions within <br />the legislation that indicates the State could delegate permitting authority for spray irrigations to <br />the County. <br /> <br />The motion to approve the Proposal to Planning Department on Coordinated New <br />Development Approval Process was made by Margaret Brown, seconded by Jonathan <br />Klein and carried without dissent. <br /> <br />C. RULES AMENDMENT PROCEDURES <br />After discussing the rules amendment/rewrite procedure, it was decided the Board would like <br />changes presented WITHOUT strikethroughs. <br /> <br />IV. REPORTS FROM DIVISIONS <br />A. WOMEN’S HEALTH PASSPORT <br />This is the first edition of the Women’s Health Passport. This is part of the educational <br />component for outreach that will be done for the Breast and Cervical Cancer Program. The risk <br />factors for cancer are covered in this booklet as well as additional preventive health information. <br />The chart in front of the book is designed for women to update annually and is designed to take <br />with them to their physician. <br /> <br />After the book was drafted there was a focus group that participated in the further development <br />of this book. <br /> <br />Please note that this book is a copyrighted document from the Orange County Health <br />Department and we hope it will be made available on a low cost basis to private providers as <br />well, to use with their patients.
