MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />AUGUST 27, 1998 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 2 august 27, 1998 <br /> <br />C. ITEMS FOR DECISION – REGULAR AGENDA (ITEMS 1., 2.) <br />A copy of the contract between UNC Hospitals and the Orange County Health Department was <br />included. This contract is for professional services of a person to screen newborns at UNC <br />Hospital to determine families that would be eligible for this program. This was part of the <br />original grant proposal. Because the grant ends June 30, 1999 this is now a ten month contract <br />instead of a full year. <br /> <br />The motion to forward the contract between UNC Hospitals and Orange County Health <br />Department to the Commissioners for the Home Visiting Grant was made by Beverly <br />Foster, seconded by Mel Hurston and carried without dissent. <br /> <br />Added agenda item is the Orange County Animal Control Division contract with SCS Direct Mail. <br />This firm will print and mail the dog and cat rabies tax notices as well as print and mail the <br />postcard to the unvaccinated 7,000 animals. This is the same firm that has contracted for the <br />tax mailing right now in the County. This does represent a dollar savings and time savings to <br />contract with SCS. After some discussion regarding the contract, the Board of Health agreed to <br />approve. <br /> <br />The motion to approve the contract between the Orange County Animal Control Division <br />and SCS Direct Mail was made by Beverly Foster, seconded by Ron Cammarata and <br />carried without dissent. <br /> <br />III. DISCUSSION ITEMS <br /> <br />A. PROPOSAL FOR COMMITTEE TO DEVELOP WTMP FULL PROGRAM <br />A report was prepared in June regarding the WTMP Program to include gravity flow systems. <br />While no action was taken by the Board of Health on that report, there was consensus to move <br />ahead and develop this program. A proposed working committee membership list has been <br />drafted and is presented in the packet. The committee will provide input to drafts prepared by <br />staff. The plan as a whole will have three components. The first component will be an <br />educational piece that needs to be done with the homeowners, real estate agents, and <br />developers. The second component is the inspection program and the third component is the <br />compliance program. This could be one of the model programs nationally, if it is fully <br />developed. Homeowner incentives would be a big plus, using anything we can to make positive <br />behaviors attractive to them. Margaret Brown suggested that John Link be invited to these <br />meetings and when there is a Planning Department Head, to also ask that person to be <br />involved. Rosemary will talk with Gene Bell about serving on this committee in the interim. <br />Margaret Brown will inform the Board of County Commissioners about this committee and ask if <br />a second commissioner would like to serve. <br /> <br />The committee work will be completed prior to the Board of County Commissioners goal setting <br />agenda in December so that it could be included. <br /> <br />The motion to approve the strategy with additional committee members for the <br />Committee to develop WTMP Full Program was made by Beverly Foster, seconded by <br />Margaret Brown and carried without dissent.
