MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />APRIL 23, 1998 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 2 APRIL 23, 1998 <br /> ADOPTION OF TIMELINE FOR SMOKING RULES EDUCATION <br /> After lengthy discussion of the Orange County Smoking Rules and Education program at the March meeting, it was suggested <br />that the Interim Health Director bring a timeline and recommendation on the rules forward to this meeting. <br /> <br /> The motion to amend the Smoking Rules to eliminate the exceptions for tobacco shops and private clubs and to <br />move forward with the suggested education timeline was made by Jonathan Klein, seconded by Janet Southerland <br />and carried without dissent. Draft rule amendments will be presented in June. <br /> <br />III. RABIES REPORT <br />In 1996 there were 740 cases of rabies reported in N.C. In calendar year 1997 there were 879 rabies cases reported. Orange <br />County had the second highest incidence rate in North Carolina in calendar year 1997 with a total of 106 cases. Ninety-two of <br />those were raccoons, 10 skunks, 1 bat, 2 cats, and 1 fox. The Animal Control Division has a well-developed education <br />program and response plan to address this need. Rosemary Summers, Interim Health Director and John Sauls, Animal <br />Control Division Director presented a slide presentation to the Board, discussing the facts, what the OCHD has done, what the <br />current plans are, and announced future public events regarding rabies. <br /> <br /> INTERIM HEALTH DIRECTOR’S REPORT <br /> Public Health Month Activities <br />Cornelia Ramsey presented the Board of Health with t-shirts with the Public Health Month logo “Prevention For All”. <br />Rosemary Summers updated the Board on Public Health Month activities and events. <br /> <br />Southern Human Services Transportation Update <br />Board members were presented a memorandum from W. Calvin Horton, Town Manager to the Chapel Hill Mayor and Town <br />Council. This memorandum was an information report regarding transit service to the SHSC. The Chapel Hill Town Council <br />will be meeting to discuss the options. At this time, it is likely that Option 3 (a new route) will be approved by the Chapel Hill <br />Town Council to start in July. <br /> <br />Budget Update: Report on new positions <br />The Board was updated regarding new position requests for the next year’s budget. New position requests will be discussed <br />with the position review team in the budget office and then with the County Manager. <br /> <br />Carr Mill Renovation <br />The Board was updated regarding the renovation of Carr Mill Mall space acquired by Dental Health Services. Dental Health <br />services will be non-operational at Carr Mill during the month of May while renovations take place. Dental clinic will be held <br />five days a week at the Hillsborough (Whitted Building) location in May. <br /> <br />Board Meeting Proposal <br />Discussion was held regarding a proposal that the Board continue to meet every month, but change the agendas so that one <br />month is more heavily focused on action items with the alternate month being primarily devoted to working on issues and/or <br />receiving reports for information only from the staff. <br /> <br />IV. SEARCH COMMITTEE CLOSED SESSION: Personnel Matter (Authority G.S. Section 143-318.11 (a) (6)) <br />The Board of Health Meeting adjourned to a closed session to discuss personnel matters. <br /> <br /> The motion to adjourn to a closed session to discuss personnel matters (Authority G.S. Section 143-318.11 (a) (6)) <br />was made by Jonathan Klein, seconded by Barbara Chavious and carried without dissent. <br /> <br />SEARCH COMMITTEE CLOSED SESSION ENDING: Personnel Matter (Authority G.S. Section 143-318.11 (a) (6)) <br />The Board of Health ended closed session. <br /> <br />The motion to end closed session regarding personnel matters (Authority G.S. Section 143-318.11 (a) (6)) was made <br />by Jonathan Klein, seconded by Margaret Brown and carried without dissent. <br /> <br />A motion was made by Barry Adler and seconded by Melvin Hurston to adjourn the meeting. <br /> <br />The next regular Board of Health meeting will be held on May 21, 1998 at the Government Services Center in Hillsborough, <br />North Carolina. <br /> <br />Respectfully submitted, <br /> <br />Rosemary L.
