MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />October 22, 1998 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 7 October 22, 1998 <br />sufficient provider resources in the county to take care of Orange County Health <br />Department children. The advent of the N.C. Health Choice Program makes it more <br />attractive for providers to care for these children. The biggest concern is for those <br />children that might still fall between the cracks. There are three groups of children being <br />served by the Orange County Health Department. The first are children who are <br />covered by Medicaid insurance. These children already have a designated private <br />provider. The Orange County Health Department needs to find out why they are coming <br />to us rather than their own provider. The second group of children are the Health Choice <br />children. The Orange County Health Department needs to find out whether the private <br />providers will provide services to them. This is a fee-for-service reimbursement. The <br />third group of children are those 201% - 205% or more of the poverty level who remain <br />uninsured. Where do they go for services? We don’t know how large that group of <br />children is in the county. This is basically a plan to gather some additional information to <br />make these determinations as a first step. <br /> <br />There were multiple concerns expressed by board members regarding client and <br />community perceptions of the proposed change in services. The Board requested <br />additional information in this regard and a careful examination of the alternative of <br />expanding services to full primary care. <br /> <br />A report by the staff will be made at a future board meeting. <br /> <br />The motion to recommend that the Board of Health approve the proposed plan to <br />study the feasibility of transitioning the Orange County Health Department Child <br />Health Clinic patients to other primary care providers in the community and to <br />discontinue the Orange County Health Department Child Health Clinic Services <br />was made by Barbara Chavious, seconded by Mel Hurston and carried without <br />dissent. <br /> <br />IV. DISCUSSION ITEMS – PART TWO (Due to the time, by common consent the only item on the remaining <br />agenda to be considered was Item IV. C.) <br /> <br />C. Extended November Board Meeting <br /> <br />The motion to conduct the November 19, 1998 Board of Health meeting from 6:00pm until <br />10:00pm was made by Jonathan Klein, seconded by Barbara Chavious and carried without <br />dissent. <br /> <br />V. ADJOURN <br />A motion was made by Mel Hurston and seconded by Barbara Chavious / Brenda Crowder-Gaines to <br />adjourn the meeting at 10:10 p.m. <br /> <br />The next regular Board of Health meeting will be held on November 19, 1998 at the Health Department <br />Conference Room in Hillsborough, North Carolina. <br /> <br />Respectfully submitted, <br /> <br />Rosemary L.
