MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />July 22, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 4 July 22, 1999 <br /> <br />B. WTMP EXPANSION PROPOSAL <br />Included in the Board packet was a recommendation that the Board approve the WTMP <br />Expansion Plan and forward it to the Board of County Commissioners for approval to move <br />forward with the educational plan as Phase I of the Expansion Plan. Phase II of the Plan will be <br />developed during 2000-2001. Also included in the packet was the executive outline of the <br />WTMP Expansion, WTMP Educational Plan and the WTMP discussion paper. The Board <br />approved adding a utility provider partnership. <br /> <br />The motion to approve the WTMP Expansion Proposal and forward it to the <br />Commissioners as stated above was made by Janet Southerland, seconded by Brenda <br />Crowder-Gaines and carried without dissent <br /> <br />C. GRANT APPLICATION FOR ORANGE COUNTY HEALTH AWARENESS PROJECT <br />The Orange County Partnership for Young Children has made additional funds available for new <br />projects in Orange County beginning October 1999. This project targets preschool children who <br />remain at home and those in more informal care-giving settings and seeks to link them with <br />community services that will enhance their health and well-being. A particular focus will be on <br />the Latino population in these settings. The project calls for funding a position entitled “Bilingual <br />Community Awareness Coordinator” to develop an effective community health awareness and <br />health education campaign targeted to young families. The project appears to conform to a <br />desire by the Board of County Commissioners that Orange County Departments be more <br />cognizant of the need to serve the Latino population; it is a first step in implementing <br />recommendations contained in the Los Ninos Report the Board heard in May; and fits with <br />established health department functions in linking citizens to needed services. <br /> <br />The motion to approve the Health Department to forward the Grant Application with the <br />Orange County Partnership for Young Children for Community Health Awareness Project <br />to the Board of County Commissioners was made by Janet Southerland, seconded by <br />Brenda Crowder-Gaines and carried without dissent. <br /> <br />V. DISCUSSION ITEMS <br /> <br />A. WATER AND SEWER BOUNDARY TASK FORCE REPORT <br />Included in the Board packet was the final version of the Water and Sewer Management, <br />Planning and Boundary Agreement. <br /> <br />The staff has reviewed the final version of the Water and Sewer Boundary Task Force Report <br />and listed several issues that were included in the packet. The Environmental Health staff <br />wou ld need to be involved actively in the factual determinations, however the “remedies” are all <br />planning remedies. <br /> <br />The Board would like to request a “visual” report as the written report was unclear. The Board is <br />concerned with the decision-making and flow of information to the public. Barry Jacobs would <br />like to direct the concerns / issues directly to the Planning Department. It was suggested that a <br />joint meeting of the Planning Board and the Board of Health take place. <br /> <br />The motion to receive the report and pursue additional information regarding the Water <br />and Sewer Boundary Task Force Report was made by Brenda Crowder-Gaines, seconded <br />by Jonathan Klein and carried without dissent.
