MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />July 22, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 3 July 22, 1999 <br /> <br />G. OZONE ALERTS <br />The County is now part of the NC Air Awareness Coalition. The new ERCD has taken the lead <br />on this as part of the Ozone Air Quality action plan the Board of County Commissioners asked <br />them to pursue earlier in the year. One part of the program is the receipt of e-mail alerts one <br />day in advance of projected code orange or code red ozone days. David Stancil, the ERCD <br />Director discussed this with Rosemary Summers and they agreed that the alerts will be posted <br />by the Health Department. We will work on accompanying the alerts with educational pieces on <br />clean air. <br /> <br />H. INTENSIVE LIVESTOCK OPERATIONS <br />Ron Holdway attended this seminar and came away informed as to how these issues are being <br />handled and what the impact could be for Orange County. The hog population has risen from <br />2,500,000 to 10, 000,000 since 1990. This brings up several issues for Orange County as there <br />are 3 major hog farms in the County. Several counties already have rules / ordinances. The <br />lagoon phase out proposed by the Governor has been removed. The moratorium on new <br />operations is still intact until 2001. These issues should be discussed by the Board at a future <br />meeting and decisions made as to whether or not Orange County should pursue having rules / <br />ordinances. <br /> <br />I. HEALTH DEPARTMENT WEB PAGE <br />The Health Department will be “on-line” in late August with an extensive web page. Access is <br />through the County web page which is: www.co.orange.nc.us. <br /> <br />J. RECRUITMENT <br />Recruitment letters were sent to 694 RN/BSNs. The Clerk’s Office reports they have received <br />about 10 phone calls requesting an application, more than they have ever had for any County <br />Board. Rosemary Summers has also received informational calls. Another mailing to master’s <br />level and above nurses should go out in early August. <br /> <br />IV. ACTION ITEMS <br /> <br />A. ON-SITE WASTEWATER RULES <br />A draft of the proposed wastewater rules along with a synopsis of the changes were presented <br />to the Board at the June meeting for review. Included in the Board packet for the month of July <br />was the summary and explanation of the proposed changes, along with a full text draft with <br />current and proposed local modifications. <br /> <br />The County attorney recommends changing Section .1945 Available Space from a 3-bedroom <br />requirement to: For sites on an existing tract of land to be subdivided or for any lot created after <br />the effective date of these rules, available space shall be based upon the square footage of <br />nitrification field required for a minimum design wasteflow of 360 gallons per day for the long- <br />term acceptance rate determined in accordance with Rule .1955, or .1956(1) of this Section. <br />This will also apply to (b) in Section .1945. <br /> <br />The motion to approve the amended On-Site Wastewater Rules was made by Brenda <br />Crowder-Gaines, seconded by Jonathan Klein and carried without dissent.
