MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />July 22, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 2 July 22, 1999 <br /> <br />B. KERR DRUG INITIATIVE <br />Kerr Drug is co-sponsoring the Health Department Senior Vaccination Season Kick-Off Event at <br />University Mall on October 2 and 3. Flu and pneumonia shots will be given by Health <br />Department nurses. Pharmacy students or pharmacists will provide a “brown bag” review of <br />senior’s medications. The Health Department will staff a weekly site during October at Kerr <br />Drug in addition to the regular senior sites. There was concern from the Board regarding the <br />time frame flu shots will be given. The Board has suggested beginning the flu shots from the <br />middle of October through the middle of November and do an educational piece around late <br />August/early September on the appropriate timing for the vaccinations. <br /> <br />C. ASTHMA COALITION <br />Stephanie Willis of the Chapel Hill / Carrboro School System has taken on organizing this <br />coalition. A meeting was scheduled on July 15 to further discuss this effort. Stephanie wrote a <br />grant application for a small amount of funds to start some work in the schools. She asked for <br />the Health Department’s concurrence and co-signature on the application so that we can keep a <br />coordinated approach. The full coalition will be meeting in early fall to more fully develop a <br />targeted plan. There may be small amounts of money available through the State <br />Environmental Health office targeted at asthma triggers in homes that could be available this <br />spring. The plan is to integrate this work into the Needs of Children Committee for Healthy <br />Carolinians. <br /> <br />D. HEALTHY CAROLINIANS <br />Non-recurring funds were allocated for the program by the legislature. The State is still <br />determining how that money will be allocated and distributed. The potential is there to fund a <br />portion of the Healthy Carolinians Coordinator. The position descriptions are in Personnel and <br />waiting for funding before starting recruitment. Duke Endowment should notify us in August <br />regarding implementation funding. The BRFSS data is complete. The Board should get a look <br />at it during the Board work session in the fall. <br /> <br />E. CRIMINAL JUSTICE PARTNERSHIP PROGRAM ADVISORY BOARD <br />This is a new board that is a combination of the Juvenile Advisory Board and the Criminal <br />Justice/Alternative Sentencing (CJPP/TASC) Boards in the county. This is a joint board with <br />Chatham County. Rosemary Summers has been serving on the CJPP/TASC Board and Eileen <br />Kugler has served on the Juvenile Board as the Health Department is mandated to be <br />represented. Rosemary Summers has been asked to serve as co-chair of the planning and <br />assessment committee. Rosemary’s plan is to use the assessments already conducted to the <br />extent feasible and blend this planning process into already existing community planning. <br /> <br />F. IFC HOMELESS SHELTER <br />There are discussions beginning regarding the use of the County land at the Southern Human <br />Services Center site. The County does have a plan for that piece of property and will be looking <br />at what needs to be located there. If the Homeless Shelter does locate on the property it could <br />have profound impacts on the Health Department’s service delivery. For example, the Health <br />Department does not currently offer adult primary care services to this population, rather that is <br />done through a voluntary effort of providers at the current shelter. It would make little sense for <br />that model to continue at a new shelter, when a medical facility is close-by.
