Bateman 1 April 23, 1999 <br />ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, <br />promote the health, and preserve the environment for all people in the Orange County community. <br /> <br />THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, APRIL 22, 1999 AT THE CARR <br />BUILDING CONFERENCE ROOM, IN HILLSBOROUGH, NORTH CAROLINA. <br /> <br />BOARD OF HEALTH MEMBERS PRESENT: Timothy Ives, Brenda Crowder-Gaines, Barry Jacobs, <br />Barbara Chavious, Barry Adler, Rick Marinshaw, Melvin Hurston <br /> <br />BOARD OF HEALTH MEMBERS ABSENT: Ron Cammarata, Beverly Foster, Jonathan Klein, Janet <br />Southerland <br /> <br />STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Division <br />Director; Eileen Kugler, Personal Health Division Director; John Sauls, Animal Control Division <br />Director; Cornelia Ramsey, Health Education; Patsy Bateman, Administrative Assistant <br /> <br />GUESTS PRESENT: Buster Dellinger, Paul Weller (Well Drillers). <br /> <br />I. CALL TO ORDER AND INTRODUCTION OF GUESTS <br /> Dr. Ives called the meeting to order at 7:30 p.m. Rosemary Summers introduced the staff and guests <br />present. The Board and guests toured the offices of Environmental Health. <br /> <br />II. ACTION ITEMS - CONSENT <br /> <br />A. APPROVE AGENDA (April 22, 1999) and MINUTES (March 25, 1999) <br />The agenda of April 22, 1999 and the minutes of March 25, 1999 were approved. <br /> <br />The motion to approve the items on the consent agenda as stated above was made by <br />Brenda Crowder-Gaines, seconded by Barry Jacobs and carried without dissent. <br /> <br />III. ACTION ITEMS - DECISION <br /> <br />A. ADOPTION OF REVISED WELL RULES <br />Ron Holdway presented the Board of Health with literature, drawings, and diagrams depicting <br />typical well drilling in Orange County. Literature from “Basic Elements of Ground-Water <br />Hydrology with Reference to Conditions in North Carolina” was presented as well. The circular <br />was prepared in conjunction with the former N.C. Department of Natural Resources and <br />Community Development. Rick Marinshaw questioned the need for the affidavit. The affidavit <br />protects the County by letting the homeowner know that water 85 feet and less could be <br />problematic. By signing the affidavit, the homeowner accepts responsibility for possibly having <br />problematic water. Homeowners when selling their home must disclose any problems with the <br />home, which includes well and septic problems. The Board has an obligation to the community <br />to make sure they have clean water and good quality well equipment. <br /> <br />Mr. Dellinger provided the Board of Health with a video depicting the process of a well being <br />dug and how a well functions. <br /> <br />Rick Marinshaw questioned the wording on (XX) drilled well definition, “any well constructed <br />which extends” The word constructed should be removed.
