MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />March 25, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 2 March 26, 1999 <br /> <br />The Board requested that Ron Holdway and the Well Drillers attend the April Board of Health <br />meeting to further discuss and present options. <br /> <br />The motion to approve and adopt Rule (A), (1), (G) of the Revised Well Rules was made <br />by Beverly Foster, seconded by Barry Jacobs and carried without dissent. <br /> <br />B. N.C. CONSOLIDATED CONTRACT FOR 1999-2000 <br />The Consolidated Contract between the N.C. Department of Health and Human Services and <br />the Orange County Health Department for 1999-2000 was approved by the Board to be <br />presented to the Board of County Commissioners for signature. <br /> <br />The motion to approve and accept the N.C. Consolidated Contract for 1999-2000 was <br />made by Jonathan Klein, seconded by Ron Cammarata and carried without dissent. <br /> <br />C. PUBLIC HEALTH MONTH PROCLAMATION <br />Included in the Board packet was the Public Health Month Proclamation and a list of events <br />being sponsored by the Health Department. The goal is to raise community awareness <br />regarding public health programs and activities. <br /> <br />The motion to adopt the resolution and endorse the planned activities for Public Health <br />Month was made by Barry Jacobs, seconded by Jonathan Klein and carried without <br />dissent. <br /> <br />III. HEALTH DIRECTOR’S REPORT <br /> <br />A. Budget and Position Update <br />The budget was submitted on time to the budget office. The department will be including only <br />the environmental health educator for 2/3 of the year funding for WTMP Expansion. Remaining <br />positions (Environmental Health Specialist and Database Specialist) will be phased in at a later <br />point in time. The billing clerk and receptionist position have been withdrawn with an <br />outsourcing potential. The total budget requested was $4,344,244 (nearly $400,000 less than <br />the Board of Health reviewed last month). <br /> <br />John Link supports the Environmental Health Specialist and the time increases. Mr. Link had <br />linkage questions regarding Intensive Home Visiting, especially as regards Healthy Carolinians <br />objectives. He had serious concerns regarding health education positions and is not sure he <br />will recommend those. Specific outcomes have been developed and resubmitted. Healthy <br />Carolinians Council members will be writing letters of support for the positions to Mr. Link. <br /> <br />New position hearings with Commissioners are slated for April. The Health Director will be <br />asking some Board members to attend and lend support to the positions. <br /> <br />B. Healthy Carolinians Update <br />Cornelia Ramsey is in the process of working with UNC Hospitals for them to submit a grant <br />application to Duke Endowment to fund the implementation of several projects for each of the <br />Healthy Carolinians Committees. Funding, if granted, would begin late summer 1999 and be for <br />a period of two years. This will be the primary grant that supports the Health Education Project <br />Manager position.
