Bateman 1 March 26, 1999 <br />ORANGE COUNTY HEALTH DEPARTMENT MISSION STATEMENT: To enhance the quality of life, <br />promote the health, and preserve the environment for all people in the Orange County community. <br /> <br />THE ORANGE COUNTY BOARD OF HEALTH MET ON THURSDAY, MARCH 25, 1999 AT THE <br />SOUTHERN HUMAN SERVICES CENTER, CHAPEL HILL, NORTH CAROLINA. <br /> <br />BOARD OF HEALTH MEMBERS PRESENT: Tim Ives, Ron Cammarata, Beverly Foster, Barry Adler, <br />Jonathan Klein, Richard Marinshaw, and Barry Jacobs <br /> <br />BOARD OF HEALTH MEMBERS ABSENT: Brenda Crowder-Gaines, Barbara Chavious, Melvin Hurston, <br />and Janet Southerland. <br /> <br />STAFF PRESENT: Rosemary Summers, Health Director; Ron Holdway, Environmental Health Division <br />Director; Eileen Kugler, Personal Health Division Director; Cornelia Ramsey, Health Education; Patsy <br />Bateman, Administrative Assistant <br /> <br />GUESTS PRESENT: Buster Dellinger, John Tripp, Paul Weller, David Hutson (Orange/Durham County <br />Well Drillers). <br /> <br />I. CALL TO ORDER AND INTRODUCTION OF GUESTS <br /> Dr. Ives called the meeting to order at 7:30 p.m. Rosemary Summers introduced the staff and guests <br />present. <br /> <br />II. ACTION ITEMS - CONSENT <br /> <br />A. APPROVE AGENDA (March 25, 1999) and MINUTES (February 25, 1999) <br /> <br />The agenda of March 25, 1999 and minutes of February 25, 1999 were approved with no <br />corrections. <br /> <br />The motion to approve the items on the consent agenda as stated above was made by <br />Beverly Foster, seconded by Jonathan Klein and carried without dissent. <br /> <br />III. ACTION ITEMS - DECISION <br /> <br />A. ADOPTION OF REVISED WELL RULES <br />Ron Holdway presented the revised well rules to the Board of Health. Following his <br />presentation, the Board presented questions and comments. The public present was asked for <br />comments. The Board adopted Rule (A), (1), (G); Allows for the 50 foot setback from a <br />structure to a well to be reduced on sites which won’t allow the 50 foot setback to be met. The <br />distance must be the maximum feasible distance no less than 25 feet. The structure must <br />already be existing for this provision to apply. <br /> <br />The Well Drillers present expressed concern with the depth requirement proposed in the rule. <br />They agreed with the need to case off unsuitable water above three sections of casing (63 feet) <br />but felt that adding another section was going to add costs to the homeowner. Environmental <br />Health staff expressed concerns about the quality at shallow depths – often the water has <br />biological and chemical limitations. <br />
