MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />February 25, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Patsy L. Bateman 2 February 26, 1999 <br /> <br />B. 1999-2000 BUDGET <br />Included in the Board of Health packet was the proposed 1999-2000 budget. The proposed <br />budget was presented by Rosemary Summers in a Power Point presentation and <br />recommendations were given to the Board. After discussion of the proposed budget by the <br />Board, the Health Director and Division Directors, the Board of Health recommends Option B to <br />be presented to the Board of County Commissioners. Option B is to send forward the proposed <br />budget with recommendations for set asides. The Board encouraged the Health Director to <br />carefully examine the request and prioritize needs. The Board recommended that the WTMP <br />proposal be time-phased into the budget since it would not be ready for implementation on July <br />1, 1999. <br /> <br />The motion to approve Option B, sending forward the proposed budget with <br />recommendations for set asides of the proposed 1999-2000 Budget was made by <br />Jonathan Klein, seconded by Melvin Hurston and carried without dissent. <br /> <br />C. RESOLUTION ON STATE REORGANIZATION OF ENVIRONMENTAL HEALTH PROGRAMS <br />Two years ago the NC Department of Environment, Health and Natural Resources was <br />reorganized and split into two departments – the NC Department of Environment and Natural <br />Resources and the NC Department of Health and Human Services. No decision was made <br />regarding placement of environmental health programs. Last spring the stakeholders group <br />issued a white paper recommending keeping environmental health programs together under the <br />direction of Department of Health and Human Services. The Board of Health recommended a <br />resolution in support of placing all programs traditionally in the Division of Environmental Health <br />under the organization of the Department of Health and Human Services. <br /> <br />The motion to approve the resolution on State reorganization of Environmental Health <br />Programs was made by Barbara Chavious, seconded by Janet Southerland and carried <br />without dissent. <br /> <br />IV. HEALTH DIRECTOR’S REPORT <br /> <br />A. NC Health Choice for Children <br />Orange County figures show that the county has enrolled 127 totally “new to the system” <br />children since October. Of the 217 total enrollees, 90 have “transferred” from Medicaid to NC <br />Health Choice. Additionally, 162 new children were enrolled in Medicaid through this process. <br />There have been 29 applications denied either because of income guidelines or because they <br />are not citizens. There were 33 applications In February. <br /> <br />The NC Dental Society is considering submitting recommendations for legislation to improve the <br />dental benefits package to include sealants and simple extractions. Many dental providers have <br />been unwilling to accept clients under this program because of these exclusions. The dental <br />clinic here has seen about a dozen NC Health Choice clients. <br /> <br />B. Staff Changes <br />Meredith Duckworth, Dental Hygienist will be leaving to return to Dental School. Richard Coley, <br />Lab Technician will be retiring. A retirement lunch will be held on March 26, 1999. Welcome to <br />Jane Hwang, Family Nurse Practitioner.
