MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />October 28, 1999 <br /> <br />Board of Health Minutes <br />Transcription completed by Phyllis R. Privette 2 September 23, 1999 <br /> <br /> <br />V. Discussion Items: <br /> <br />A. Intensive Livestock Operations <br />At the September 23, 1999 Board of Health work sessions, the Board began an exploration of issues <br />surrounding the development of Intensive Livestock Operation Rules. Because of time constraints at <br />the work session, it was agreed that further discussion would occur at this Board meeting. <br /> <br />The Board discussed how to proceed with this initiative. Rick Marinshaw felt that if a report or decision <br />were to go forward, a deadline should be established to put parameters around the project for the staff. <br />Questions were raised as to whether the Commissioners must approve this effort or whether this was <br />informational. Both Commissioner Jacobs and Rosemary Summers stated that the Commissioners <br />need to be kept well informed and a part of the development process since this is anticipated to be a <br />volatile community issue. <br /> <br />Jonathan Klein offered a motion with a second from Barry Adler that a report on the intensive livestock <br />operations be forwarded to the Board of Commissioners with the notification that an ad hoc work group <br />will be formed to further study this issue and make specific recommendations to the Board of <br />Commissioners and the Board of Health. Composition of the work group would include but not be <br />limited to representatives from the Board of Commissioners, Board of Health, Planning Department, <br />Cooperative Extension Service, Soil and Water Conservation Board, and the Agricultural Preservation <br />Board. Environmental health staff will coordinate the work of the ad hoc work group. <br /> <br /> The motion to approve was made by Jonathan Klein, seconded by Barry Adler and <br /> carried without dissent. <br /> <br /> B. Videotaping Board Meetings <br /> Board members in general expressed mixed reactions to the idea of televising board of Heath <br /> meetings. There was a general desire on the Board’s part to increase citizen participation and/or <br /> knowledge about the health department’s activities. In a straw vote half of the members present were <br /> for taping and half were against. The Board agreed that it would like to hear more options discussed by <br /> the Commissioners’ committee. <br /> <br /> C. Legislative Agenda Development <br /> The Board briefly reviewed the final status of bills identified as high priority last year. The health <br /> director was asked to bring back a proposal for Board consideration of legislation to support in the <br /> short session. <br /> <br /> D. Board of Recruitment Roles/Elections <br />Beverly Foster suggested that “Board of Health Member Responsibility” be categorized into several <br />areas: policy development, advocacy, administrative work of the board to get better clarity around <br />responsibilities. The director will re-draft and bring back. <br /> <br />There was some discussion regarding the need for board members to play more active advocacy roles <br />but there was lack of agreement as to exactly how that would be defined. <br /> <br /> <br /> <br />
