MINUTES
ORANGE COUNTY BOARD OF HEALTH
November 16 2000

Board of Health Minutes
Transcription completed by V. Anne Milels 4 November 16, 2000

Motion to approve the Records Retention and Disposal Policy as stated pending approval by the NC
Division of Archives was made by Kate Wilder, seconded by Lee Werley, and carried without dissent.

3. Update on Communicable Disease Issues

Judy Butler, Community Health Services Supervisor, provided the Board an update on
recent issues. Certain communicable diseases are required by law to be reported to the
local health department within specified time frames. The department's basic role is to
make sure the patient is appropriately treated, assuring that the contacts are followed up
and receive prophylactic treatment. There have been a number of references to the
statistics gathered over the past year in this area. Since this is a core public health
function, it is important for the Board to have a good understanding of the responsibilities
of the department in this area.

V. Board Comments

At the request of Jonathan Klein, John Sauls reported results of research done on the issue brought up
at the last meeting regarding drinking and hunting. There is no local legislation or state law governing
the use of alcoholic beverages while hunting. Careful coordination with state wildlife game laws would
be necessary to avoid conflicting laws should the Board wish to initiate action on this issue. A
statewide law would make this offense a felony offense, while an ordinance would only be a
misdemeanor.

VI. Announcements

None

VII. Adjournment

Motion to adjourn the meeting was made by Mel Hurston, seconded by Martha Stucker and carried
without dissent.

The Board of Health meeting adjourned at 9:50 pm.

The next Board of Health meeting will be January 25, 2001 at the Southern Human Services Center,
Chapel Hill, North Carolina.

Respectfully submitted,

Rosemary L. Summers, MPH, DrPH
Health Director
Secretary to the Board
