MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />August 24, 2000 <br /> <br />Board of Health Minutes <br />Transcription completed by V. Anne Miles 2 August 24, 2000 <br />and Alice White for one at-large position. There have been no applicants for the Veterinary <br />position. The committee also recommended additional applicants be sought for the other at- <br />large vacancy to ensure diversity among the board members. <br /> <br />Motion to recommend Alan E. Rimer to the Board of Commissioners for current vacancy <br />on the Board of Health was made by Lee Werley, seconded by Rick Marinshaw and <br />carried without dissent. There was one abstaining vote. <br /> <br />Motion to recommend Alice White to the Board of Commissioners for current vacancy on <br />the Board of Health was made by Janet Southerland, seconded by Barry Adler and <br />carried without dissent. There was one abstaining vote. <br /> <br />C. Animal Control and Environmental Health Committee <br /> <br />Ron Cammarata reported on a procedural change that was proposed to afford owners of <br />animals the earliest opportunity to reclaim their animals after the animals have been picked up <br />by an Animal Control Officer. All animals will be scanned, including voluntary surrenders. It <br />does not affect the ability of Animal Control to issue citations for violations. <br /> <br />The Board voted to endorse the change as written. <br /> <br />D. Dental and Personal Health Committee <br /> <br />As a companion to the unbundling of Medicaid in the personal health services area, the state <br />Medicaid agency is also requiring dental services to be unbundled. Their schedule for this <br />conversion is October 1. Earlier this month the state sent the new Medicaid approved rates for <br />dental services by private providers. For the most part, our 100% fee level is higher than the <br />Medicaid reimbursement rate. The OCHD rates need to be adjusted for five procedures and <br />two new procedure codes have been added that the department did not have on its list. As per <br />the adopted procedure for Personal Health Fees, the Health Director is authorized to adjust fees <br />to the next highest dollar for Medicaid adjustments and then is directed to report to the Board at <br />the next meeting when those adjustments are made. There will be special rates established for <br />health departments that should be available by October 1. Those will also need to be approved <br />by the Board. <br /> <br />Motion to approve the increases in fees as discussed at the levels proposed was made <br />by Mel Hurston and seconded by Martha Stucker and carried without dissent. <br /> <br />E. Community Programs Committee <br /> <br />1. Healthy Carolinians Report. <br /> Orange County Healthy Carolinians Coordinator, Ellen Young, reported on the various <br />activities of the program. Healthy Carolinians has also achieved recertification. <br /> <br />2. Biennial Community Assessment. <br />Karen Seifert reported that every two years the Division of Public Health requires local <br />health departments to prepare and submit a community assessment document that <br />outlines priority health areas for community action during the next two years. This year <br />the state attempted to combine the health department’s assessment with that of the local <br />Healthy Carolinians group if such a group existed.
