Executive Committee <br /> <br />1. September Work Session <br /> <br />The Board approved a fall work session to be held on Saturday, September 16, at the <br />Southern Human Resources Center from 8:30 am until noon. The agenda will consist of <br />examining current services and the strengths and weaknesses of the department in <br />meeting state mandates, county mandates, and county desired services. <br /> <br />2. July Board of Health Meeting <br /> <br />The Board of Health chose not to meet in July to facilitate summer vacations for staff <br />and Board members. <br /> <br />Motion to cancel the July meeting was made by Martha Stucker, seconded by Janet <br />Southerland and carried without dissent. <br /> <br />3. Process for Health Director’s Annual Review <br /> <br />A review will take place in August instead of July due to the cancellation of the July <br />Board of Health meeting. The same procedure will be followed as last year. <br /> <br />D. Nominating Committee Update <br /> <br />There are still insufficient applications for the at-large candidate to take action. The committee <br />will be sending letters to all state licensed veterinarians in Orange County to solicit applications <br />to fill the vacancy created by Ron Cammarata’s resignation. <br /> <br />Thirty letters have been sent out to professional engineers in Orange County to encourage <br />applicants for the seat that will be vacated by Rick Marinshaw. <br /> <br />E. Update on School Health <br /> <br />The Health Director pulled one of the school nurses into the health department in April in order <br />to provide better coverage for communicable disease and for clinical services. The Board was <br />presented with a four year overview of the increase of communicable diseases that was used to <br />make this decision. The continuing need through the end of the calendar year for increased <br />rubella surveillance and action also indicated a need to continue this arrangement. The director <br />made a decision to reallocate school nursing services to make this a permanent change. The <br />full-time school nurse assigned to Orange County Schools will continue to be an internal health <br />department staff nurse assigned half-time to communicable disease and half-time to clinic <br />coverage. The nurse assigned to the Hepatitis B program (50-60%) time had been assigned for <br />the remaining time to a Chapel Hill-Carrboro School. That nurse was reassigned for her <br />remaining time (40-50%) to the Orange County system. The net loss to each school system <br />was approximately the same. This negatively affects both school system’s student/nurse ratio, <br />however the reallocation was necessary to adequately cover mandated services. The health <br />department has offered to explore with each school system the development of school-based <br />health centers where the department may play a more active, productive role. <br /> <br />
