MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />April 27, 2000 <br /> <br />Board of Health Minutes <br />Transcription completed by Anne m, thomas 3 April 27, 2000 <br />section 11.27 Outdoor Only Dog Adoption Guidelines. A funding increase of <br />12% was discussed. This increase is to be applied primarily increase employee <br />salaries to the County’s living wage level and for other operational needs. <br /> <br />Motion to approve the wording change of 48c and moving item 48e was <br />made by Rick Marinshaw, seconded by Martha Stucker and carried without <br />dissent. <br /> <br />Motion to recommend the Board of County Commissioners accept the <br />Animal Protection Society Contract as drafted with a 12% increase was <br />made by Rick Marinshaw, seconded by Martha Stucker and carried without <br />dissent. <br /> <br />Acquisition of software package to be shared between Animal Control and the <br />Animal Shelter is partially funded at this point. The Board felt that until the <br />software package is in place the addition of an Adoption Specialist Technician <br />should be delayed. The issue was tabled and will be considered next year. <br /> <br /> C. Community Programs Committee <br /> <br /> 1. Orange County Healthy Carolinians Recertification <br /> <br />Barry Adler reported on Healthy Carolinians. The Recertification Application is <br />currently being worked on and will be ready for submission in May. The <br />Committee requested a letter of support from the Board for submission with the <br />recertification package. He announced Cornelia Ramsey will be leaving the <br />position of Health Education Director to pursue her doctorate in Public Health. A <br />search for her replacement will be under way shortly. <br /> <br />The motion to authorize the chair to write a letter voicing unanimous <br />support for Healthy Carolinians recertification was made by Barry Adler, <br />seconded by Martha Stucker, and carried without dissent. <br /> <br />IV. Board Comments <br /> <br />Prioritizing of issues covered at the April work session will be discussed at the next <br />meeting. Members were urged to give these issues consideration before the next <br />scheduled meeting. <br />The Nominating Committee has met and will submit candidates for nomination to the <br />Board of Health at the May meeting. <br /> <br />V. HEALTH DIRECTOR’S REPORT <br /> <br />Rosemary Summers reported that there have been no more reported cases of rubella in <br />Orange County. Since March 1, 750 have been vaccinated. <br />There is a problem with rat infestation in the Kennedy Circle/Colonial Hills area of <br />Hillsborough. The Department has organized a “town meeting” on May 11 for the <br />residents with an opportunity to meet with a representative from the North Carolina <br />Department of Environmental and Natural Resources. A flyer has been prepared for <br />distribution to the area residents outlining what measures should be taken for effective
