MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />October 25, 2001 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 October 25, 2000 <br />Mel Hurston explained that it is required under North Carolina law that public <br />agencies, such as health departments, obtain approval of the State Health <br />Director, or designee, to operate a non-profit public dental practice. Once State <br />approval is obtained, final approval is granted by the North Carolina State Board <br />of Dental Examiners, as per statute. <br /> <br />The mission statement from the OCHD Dental Health Service was presented for <br />Board approval as part of this process. Martha Stucker recommended a change <br />in wording from "populations in Orange County" to "residents in Orange <br />County." <br /> <br />Motion to approve the mission statement as amended and forward it to the State Health <br />Director designee, Rick Mumford, DMD, MPH, CPM Chief of NC Oral Health Section, for <br />approval was made by Mel Hurston, seconded by Lee Werley, and carried without <br />dissent. <br /> <br />2. Influenza Vaccine Distribution Plan <br /> <br />Mel Hurston reported that the Health Department is not due to receive its first <br />vaccine shipment until the end of October, with a graduated delivery schedule <br />thereafter. This year the Department chose to purchase its vaccine from the <br />state contract vendor because the cost was the lowest among the suppliers. <br /> <br />There is great concern across the state that private for-profit health care <br />providers seem to receive vaccine before public agencies and clinics although <br />many vulnerable populations utilize public agencies and clinics for their care. <br />Some then contract with local venues such as grocery stores, pharmacies, and <br />discount stores for flu vaccinations that are provided to anyone that requests <br />them. <br /> <br />The National Association of City and County Health Officials (NACCHO) has <br />worked for the past several years with the CDC and pharmaceutical companies <br />to alleviate this problem. NACCHO would like to have a federal policy in place <br />that requires manufacturers to provide vaccine to public clinics for vaccinating <br />high-risk individuals prior to for-profit providers receiving supplies for the <br />general public. <br /> <br />This service has grown over the years in Orange County. This year the <br />department ordered 5,000 doses, but it is unclear how many of those will <br />actually be received. <br /> <br />The cost for vaccinations and pneumonia are covered by Medicare Part B <br />reimbursement for individuals that participate in Medicare Part B. For those not <br />covered by Medicare Part B, influenza shots are $12 and pneumonia shots are <br />$15. <br /> <br />VI. Topical Briefings <br /> <br />A.
