MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />September 27, 2001 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 September 27, 2000 <br />Motion was made to uphold the Environmental Health staff authorization <br />denial decision by Janet Southerland, seconded by Kate Wilder, and carried <br />without dissent. <br /> <br />During the August 23 hearing, Mr. Ivey indicated that he thought there <br />may be some area of usable soil on the tract not previously considered by <br />the staff. Subsequent to the hearing Mr. Ivey applied for an evaluation of <br />this new site. The results of the further evaluation revealed there is a <br />repair area in good soils on another portion of the property. A permit for <br />repair was issued. <br /> <br />V. PUBLIC COMMENT FOR ITEMS NOT ON AGENDA <br /> <br />None <br /> <br />VI. ACTION ITEMS ON CONSENT AGENDA <br /> <br />A. Minutes Approval of August 23, 2001 Meeting <br /> <br />Motion to approve the minutes as presented was made by Barry Jacobs, <br />seconded by Janet Southerland, and carried without dissent. <br /> <br />VII. REPORTS AND DISCUSSION WITH POSSIBLE ACTION <br /> <br />A. ACEH Committee <br /> <br />1. L & W Mobile Home Park Update <br /> <br />A hearing to appeal the order to vacate additional spaces was held <br />in April. After consideration, the full Board voted to extend the <br />requirement to vacate until later this year if several conditions <br />were met, including the construction of a private pump station <br />connecting the park to the City of Durham sewer system. <br /> <br />Mr. Paschall, the owner of the park, was contacted on September <br />5, 2001 for an update on the progress of the private pump station <br />and its connection to the City system. He indicated that the <br />original plan to install a private station is not being pursued at this <br />point and that he is waiting for the regional basin to be developed <br />that will serve the area along Highway 70 between the county line <br />and Interstate 85. <br /> <br />He further related that Orange County Manager, John Link, was <br />meeting a representative of the City of Durham sometime during <br />the week of September 10th through 14th to discuss the matter. He <br />also indicated that the construction of the basin area pump station <br />would be complete with "60 days" once the governments agreed <br />on the matter. <br /> <br />The ACEH Committee reviewed the matter on September 13th. <br />They recommended that staff draft a letter which would go to Mr.
