Contracts with School Systems for School Nurses During the last fiscal year, an agreement was reached between the Health Department, both public school systems in the county, and the Board of County Commissioners, to pursue the goal of one school nurse for each school. The Commissioners agreed to provide funding over the next four years to reach this goal. Each school system agreed to maintain their present complement of school nurses. Mutual agreement was reached in the opening of new schools to include the cost of a school nurse as part of the standard cost of opening the facility. The Health Department agreed to continue providing school nursing services equivalent to the present commitment until each system is at one nurse per school. The contracts cover the first year of the allocation of the funds from the Commissioners that will fund a partial year for one nurse for the Orange County Schools and two nurses for the Chapel Hill-Carrboro Schools. The contracts will be renewable annually upon continued funding by the Board of Commissioners. The contracts have been reviewed by the superintendents and changes have been made based on their input. The version presented at the Board meeting has been sent for the superintendents' final review and has been sent to the Central Services and Purchasing Department and the County Attorney for review. No action by the Board is necessary at this time. Mel Hurston requested an agenda amendment be approved to include a study proposal of Human Papilova Virus, a topic discussed at the last PHEADS Committee meeting. Motion to add the Study Proposal of HPV to the agenda for discussion was made by Lee Werley, seconded by Janet Southerland, and carried without dissent. 3. HPV Study Proposal The Health Department was approached by UNC Department of OB/GYN and School of Medicine as well as UNC Hospitals to participate in a study involving Human Papilova Virus. The primary intent of the study is to determine prevalence, access risk factors and develop patient information regarding the virus. The Health Depart ment's role would be to serve as a clinical site. We would be requested to identify 200 women to participate in this study and provide a limited clinical procedure. The Study would provide a nurse to talk to the women regarding their participation. Each participant would receive a certificate for their participation and an identification card indicating whether or not they are at high risk for cervical cancer. The PHEADS Committee approved the study contingent on the approval of the Board of Health. The committee felt the study would benefit both clients and the science of public health without undue burden on our patients and staff.
