MINUTES ITEM VI.A <br />ORANGE COUNTY BOARD OF HEALTH <br />August 23, 2001 <br />Board of Health Minutes Transcription completed by V. Anne Miles 3 August 23, 2001 <br /> <br />2. Contracts with School Systems for School Nurses <br /> <br />During the last fiscal year, an agreement was reached between the Health <br />Department, both public school systems in the county, and the Board of County <br />Commissioners, to pursue the goal of one school nurse for each school. The <br />Commissioners agreed to provide funding over the next four years to reach this <br />goal. Each school system agreed to maintain their present complement of <br />school nurses. Mutual agreement was reached in the opening of new schools to <br />include the cost of a school nurse as part of the standard cost of opening the <br />facility. The Health Department agreed to continue providing school nursing <br />services equivalent to the present commitment until each system is at one nurse <br />per school. <br /> <br />The contracts cover the first year of the allocation of the funds from the <br />Commissioners that will fund a partial year for one nurse for the Orange County <br />Schools and two nurses for the Chapel Hill-Carrboro Schools. <br /> <br />The contracts will be renewable annually upon continued funding by the Board <br />of Commissioners. <br /> <br />The contracts have been reviewed by the superintendents and changes have <br />been made based on their input. The version presented at the Board meeting <br />has been sent for the superintendents' final review and has been sent to the <br />Central Services and Purchasing Department and the County Attorney for review. <br /> <br />No action by the Board is necessary at this time. <br /> <br />Mel Hurston requested an agenda amendment be approved to include a study proposal of <br />Human Papilova Virus, a topic discussed at the last PHEADS Committee meeting. <br /> <br />Motion to add the Study Proposal of HPV to the agenda for discussion was made by Lee <br />Werley, seconded by Janet Southerland, and carried without dissent. <br /> <br />3. HPV Study Proposal <br /> <br />The Health Department was approached by UNC Department of OB/GYN and <br />School of Medicine as well as UNC Hospitals to participate in a study involving <br />Human Papilova Virus. The primary intent of the study is to determine <br />prevalence, access risk factors and develop patient information regarding the <br />virus. The Health Depart ment's role would be to serve as a clinical site. We <br />would be requested to identify 200 women to participate in this study and <br />provide a limited clinical procedure. The Study would provide a nurse to talk to <br />the women regarding their participation. Each participant would receive a <br />certificate for their participation and an identification card indicating whether or <br />not they are at high risk for cervical cancer. <br /> <br />The PHEADS Committee approved the study contingent on the approval of the <br />Board of Health. The committee felt the study would benefit both clients and <br />the science of public health without undue burden on our patients and staff. <br />
