MINUTES ITEM VI.A <br />ORANGE COUNTY BOARD OF HEALTH <br />August 23, 2001 <br />Board of Health Minutes Transcription completed by V. Anne Miles 2 August 23, 2001 <br />Board formally endorse the process as developed and utilized. <br /> <br />Motion to endorse the process of appeals for dangerous dog designations was made by <br />Kate Wilder, seconded by Martha Stucker, and carried without dissent. <br /> <br />2. Contract Renewal for Animal Tax Mailings <br /> <br />The Health Department has contracted with SCS to print and mail all animal tax <br />renewal notices on a monthly basis since 1998. The three-year contract is due <br />to be renewed. The company changed their name this past year to Total <br />Billings. This is the same firm that the Orange County Tax Office contracts with <br />for tax mailing as well. The contract is for the period September 15, 2001, to <br />September 15, 2004, with a maximum of $40,185 for the entire period. There <br />have been approximately 42,000 tax notices mailed each year and if the number <br />remains the same, it will be approximately $11,970 per year. The contract <br />allows for as many as 47,000 to be mailed each year. Invoices are based on <br />actual pieces printed and mailed at ten and a half cents for each card printed <br />and an 18 cent maximum mailing charge for each card. Animal Control hopes <br />to increase the 42,000 level to 47,000 tax notices per year by the end of the <br />three year period through improved data provided by the new software just <br />recently installed in the office. <br /> <br />$13,314 has been included in the approved budget for this current fiscal year to <br />cover the cost of this contract, which is more than the annual $11,970 amount <br />for the current level of 42,000. The additional amount may be needed for <br />increased postage costs or an increase in the number of cards from last year. <br /> <br />The outsourcing of this function has saved time for the limited number of office <br />staff that animal control has, enabling them to perform other functions that <br />could not be outsourced. <br /> <br />Motion that the Board approve the contract as written, authorize the health director to sign, <br />and forward it to the Commissioners for approval was made by Alan Rimer, seconded by Lee <br />Werley, and carried without dissent. <br /> <br /> B. PHEADS Committee <br /> <br />1. Agreement with Sheriff’s Department for Jail Health Services <br /> <br />Several months ago at the request of the Sheriff, the Health Department began <br />exploration of the feasibility of providing jail health services for the inmate <br />population of the Orange County Jail. A proposal was developed, reviewed, and <br />negotiated between the two parties. The agreement puts into writing the <br />operational aspects of the negotiated agreement. The Board of County <br />Commissioners agreed to fund one full-time nurse practitioner and one part- <br />time registered nurse for the Health Department to provide services for the jail. <br />Recruitment is currently underway to fill these positions. <br /> <br />Motion that the Board approve the agreement as written and authorize the Health Director to <br />sign the agreement was made by Martha Stucker, seconded by Mel Hurston, and carried <br />without dissent.
