Anne Miles 4 May 17, 2001 <br />level is to increase the 100% fee level by the same fixed amount of <br />the differential between the current Medicaid rate and our 100% <br />fee. For example, if the Medicaid rate increased from $40 to $45, <br />the 100% fee would also reflect a $5 increase. A full cost -study <br />review will be performed every 3-5 years to examine all costs and <br />fees. <br /> <br />Motion to approve the changes as recommended, pending the approval of <br />the Finance Department and Budget Department was made by Mel Hurston, <br />seconded by Lee Werley, and carried without dissent. <br /> <br />4. “Fit Feet” Program with Department of Aging <br /> <br />The Fit Feet Program is a nurse managed center under the Orange <br />County Department on Aging that screens clients for the purpose <br />of identifying those at risk for prevention of foot problems in <br />clients at risk. The nurses will function under health department <br />supervision and protocols. An agreement letter will be developed <br />spelling out responsibilities. <br /> <br />5. 100% Tobacco Free Schools (item added to agenda) <br /> <br />Governor Easley and the State Superintendent of Public Instruction <br />sent a letter to school superintendents across the state <br />encouraging participat ion in a program to make North Carolina <br />schools 100% tobacco free. A proposed draft letter for boards of <br />health to send to their local school district superintendents was <br />distributed to board members. In Orange County the Carrboro- <br />Chapel Hill School System is already 100% tobacco free so this <br />letter would be directed only to Orange County schools. <br /> <br />Motion to send the letter to Orange County School schools encouraging <br />them to become 100% tobacco free was made by Mel Hurston, seconded by <br />Kate Wilder and carried without dissent. <br /> <br />6. Intensive Home Visiting Legislative Action (item added to agenda) <br /> <br />A sample letter was provided to Board of Health members to send <br />to all legislators representing Orange County. The Intensive Home <br />Visiting program is one of the programs that as targeted to be cut <br />in the state budget at a legislative session within the next week. <br />The money from the state (along with some Medicaid <br />reimbursement) funds two and one-half positions. <br /> <br />Both federal and state cuts are anticipated for various health <br />promotion programs. <br /> <br /> C. Orange County Youth Report Card <br /> <br />Ellen Young presented an updated version of the Youth Report Card. This <br />report card will call attention to areas needing improvement. It will also
