MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />May 17, 2001 <br />Board of Health Minutes <br />Transcription completed by V. Anne Miles 3 May 17, 2001 <br /> <br />The Water Resources Committee (WRC) was formed in the early <br />1990’s to assess and evaluate the county’s groundwater resources. <br />In 1994, the USGS and Orange County entered into a cooperative <br />agreement for the study of recharge rates for wells in the county’s <br />geological formations. <br /> <br />In 1997, both parties reached agreement for the USGS to conduct a <br />full groundwater resource investigation. In the resulting report <br />there were several final recommendations made by the WRC for the <br />future protection of groundwater sources in Orange County. <br />Several of the recommendations may have implications for the <br />department’s role in enforcement and should be considered in <br />light of the protection they may or may not offer to residents’ <br />health and/or environmental protection. <br /> <br />The committee met recently to review the USGS and WRC reports <br />and will present recommendations based on their in-depth study at <br />the next regular board meeting. <br /> <br />2. Contract Renewal for Animal Shelter Operation <br /> <br />The Animal Control and Environmental Health Committee reviewed <br />the contract at its January meeting. There were no subst antive <br />changes to the contract provisions. Shelter Operations and <br />Personnel Manual changes were submitted and reviewed in <br />accordance with contract provisions. <br /> <br />Motion to approve the contract and forward to the Board of Commissioners <br />for approval pending budget approval for Fiscal Year 2001-2002 was made <br />by Alan Rimer, seconded by Kate Wilder, and carried without dissent. <br /> <br />B. PHEADS Committee <br /> <br />1. Agreement Renewal for Medical Director/Physician Services <br />The Agreement with UNC Department of Family Medicine stipulates <br />the amount of $9,625 per month ($115,500 annually) for <br />physician services with the UNC Department of Family Medicine’s <br />Family Practice Center. Our current contract remains at .70 FTE. <br /> <br />Motion to approve the contract subject to Commissioner and budget <br />approval was made by Mel Hurston, seconded by Janet Southerland, and <br />carried without dissent. <br /> <br />2. Fee and Eligibility Policy Changes (item removed from agenda) <br /> <br />3. Fee Schedule Adjustments for Personal Health Services <br /> <br />New Medicaid rate changes for certain CPT codes will be effective <br />June 1, 2001. The proposed fee adjustments are based on the <br />Medicaid rate changes. A new method of adjusting the 100% fee
