MINUTES <br />ORANGE COUNTY BOARD OF HEALTH <br />April 26, 2001 <br />Board of Health Minutes Transcription completed by V. Anne Miles 3 April 26, 2001 <br />d) Community Health Awareness Project <br />e) Enhanced Child Services Coordination Program <br /> <br />All projects with the exception of the Welcome to the World Program have <br />received previous funding from the Orange County Partnership for Young <br />Children (the Smart Start Agency). The Welcome to the World Program had <br />previously been funded through EMS, however the Partnership approached the <br />Health Department last year and asked us to assume coordination of the <br />project. EMS will remain as a participating partner. The Dental Screening, <br />Education and Referral Program is also a significant expansion request over <br />previous years. <br /> <br />The Committee reviewed these proposals in concept at its March meeting prior <br />to staff actually writing the grants. <br /> <br />Motion to endorse the funding proposals submitted to the Orange County Partnership <br />for Young Children for FY 2001 – 2002 was made by Martha Stucker, seconded by Barry <br />Adler, and carried without dissent. <br /> <br />B. Animal Control and Environmental Health Committee <br /> <br />1. Animal Protection Society Personnel Policies Revisions <br /> <br />The contractual agreement between the County of Orange and the Animal <br />Protection Society for the operation of the county-owned animal shelter, states <br />that Personnel or Operating Procedure revisions must be reviewed annually in <br />preparation for the annual contract renewal. <br /> <br />The Board asked the staff to refer the issue of COBRA coverage back to the APS <br />for examination of compliance with law (last paragraph of Item number 1.9). <br /> <br />Motion that the Board endorse the APS Personnel Policy Additions, as amended, and <br />indicate that review has taken place in accordance with contract provisions was made <br />by Martha Stucker, seconded by Barry Adler, and carried without dissent. <br /> <br />2. USGS Water Quality Study <br /> <br />The Board of Commissioners authorized a Water Quality Study by the US <br />Geological Service that was recently completed. A partial copy of this was <br />provided to Board members for their information. The Environmental and <br />Animal Control Committee will be considering the report further next month. <br /> <br />C. West Nile Virus Response Plan <br /> <br />The EPI Epidemiology Response Team in the Health Department consists of <br />representatives from four divisions within the department and is headed by Ron <br />Holdway. The core EPI team is responsible for developing plans to respond to <br />emerging threats or outbreak situations. Members are added as expertise and need <br />arises. Ron Holdway presented the West Nile Virus Response Plan to the Board and <br />responded to questions. The State Division of Public Health is still in the process of <br />finalizing the statewide plan and the County plan may need some adjustment based on <br />the state plan and resources available. <br />
